Certain Cut-to-Length Carbon Steel Plate From Belgium; Notice of 
Rescission of Antidumping Duty Administrative Review

AGENCY: Import Administration, International Trade Administration, 
Department of Commerce.

ACTION: Notice of Recission of Antidumping Duty Administrative Review.

EFFECTIVE DATE: March 4, 1998.

SUMMARY: On September 25, 1997, the Department of Commerce (``the 
Department'') published in the Federal Register (62 FR 50292) a notice 
announcing the initiation of an administrative review of the 
antidumping duty order on Certain Cut-to-Length Carbon Steel Plate 
(Carbon Steel Plate) from Belgium. This review covered the period 
August 1, 1996 through July 31, 1997. This review has now been 
rescinded as a result of the absence of shipments and entries into the 
United States of subject merchandise during the period of review.

SUPPLEMENTARY INFORMATION:

Background

    On September 2, 1997, Dewey Ballantine, on behalf of petitioners in 
this proceeding, requested a review of sales made by Fabrique de Fer de 
Charleroi SA (FAFER). On September

12, 1997 and February 19, 1997, FAFER and its U.S. affiliate filed 
letters certifying to the Department that there had been no sales 
entries or withdrawals from warehouse of subject merchandise during the 
period of review (POR). The Department sent a no-shipment inquiry 
regarding FAFER to U.S. Customs on October 20, 1997. Customs did not 
indicate that there were any such entries.
    Because FAFER made no entries into the customs territory of the 
United States during the POR, the Department is therefore rescinding 
this review.
    This administrative review is being rescinded in accordance with 
section 751(a)(1) of the Tariff Act (19 U.S.C. 1675(a)(1)) and 
351.213(d)(3).
