Adjustment of an Import Limit for Certain Cotton and Man-Made 
Fiber Textile Products Produced or Manufactured in Honduras

ACTION: Issuing a directive to the Commissioner of Customs increasing a 
limit.

SUPPLEMENTARY INFORMATION:

    Authority: Section 204 of the Agricultural Act of 1956, as 
amended (7 U.S.C. 1854); Executive Order 11651 of March 3, 1972, as 
amended.

    The current limit for Categories 352/652 is being increased for 
carryover.
    A description of the textile and apparel categories in terms of HTS 
numbers is available in the CORRELATION: Textile and Apparel Categories 
with the Harmonized Tariff Schedule of the United States (see Federal 
Register notice 62 FR 66057, published on December 17, 1997). Also see 
62 FR 68261, published on December 31, 1997.

    Dear Commissioner: This directive amends, but does not cancel, 
the directive issued to you on December 23, 1997, by the Chairman, 
Committee for the Implementation of Textile Agreements. That 
directive concerns imports of certain cotton and man-made fiber 
textile products, produced or manufactured in Honduras and exported 
during the period which began on January 1, 1998 and extends through 
March 26, 1998.
    Effective on February 24, 1998, you are directed to increase the 
limit for Categories

352/652 to 2,898,411 dozen \1\ of which not more than 1,941,519 
dozen shall be in Categories 352-K/652-K \2\, as provided for under 
the Uruguay Round Agreement on Textiles and Clothing.

    The guaranteed access level for Categories 352/652 remains 
unchanged.
    The Committee for the Implementation of Textile Agreements has 
determined that this action falls within the foreign affairs 
exception of the rulemaking provisions of 5 U.S.C. 553(a)(1).
