Approval and Promulgation of Implementation Plan; Michigan

AGENCY: Environmental Protection Agency.

ACTION: Proposed rule.

SUMMARY: The United States Environmental Protection Agency (USEPA) 
proposes to approve a revision to Michigan's State Implementation Plan 
(SIP) that was submitted on May

16, 1996, and supplemented on September 23, 1997. The revision included 
Part 55 of Act 451 of 1994, the Natural Resources and Environmental 
Protection Act (Part 55). On December 30, 1997, Michigan Department of 
Environmental Quality (MDEQ) withdrew most of Part 55. In this action, 
the United States Environmental Protection Agency (USEPA) is proposing 
to approve sections 324.5524 and 324.5525 which contain control 
requirements and applicable definitions for fugitive dust sources.
    In the final rules section of this Federal Register, the USEPA is 
approving this action as a direct final without prior proposal because 
USEPA views this as a noncontroversial action and anticipates no 
adverse comments. If no adverse comments are received in response to 
that direct final rule, no further activity is contemplated in relation 
to this proposed rule. If USEPA receives adverse comments, the direct 
final rule will be withdrawn and all public comments received will be 
addressed in a subsequent final rule based on this proposed rule. The 
USEPA will not institute a second comment period on this action. Any 
parties interested in commenting on this document should do so at this 
time.
