WEVA 94-381, etc. (Issues include whether the judge correctly determined that the operator violated 30 CFR Sec. 75.400's prohibition against accumulations of combustible materials, whether the violation was the result of the operator's unwarrantable failure to comply with the standard, and whether two shift foremen are personally liable under section 110(c) of the Mine Act for knowingly authorizing the violation).
