AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making
filed on behalf of R.A. Montierth Enterprises, L.L.C., seeking the
allotment of Channel 296A to Pima, Arizona, as that community's first
local aural transmission service. Coordinates used for this proposal
are 32-53-36 and 109-49-42. Pima, Arizona, is located within 320
kilometers (199 miles) of the Mexico border, and therefore, the
Commission must obtain the concurrence of the Mexican government in
this proposal.
DATES: Comments must be filed on or before December 29, 1997, and reply
comments on or before January 13, 1998.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
