Notice of Intent to Negotiate a Contract Among Wasatch County 
Special Service Area #1, Central Utah Water Conservancy District, and 
Department of the Interior for Carriage of Non-Project Water Through 
the Timpanogos Canal as Part of the Wasatch County Water Efficiency 
Project and Daniel Replacement Project of the Central Utah Project 
Completion Act

AGENCY: Office of the Assistant Secretary--Water and Science, 
Department of the Interior.

ACTION: Notice of intent to negotiate a contract among Wasatch County 
Special Service Area #1 (WCSSA), Central Utah Water Conservancy 
District (District), and Department of the Interior for carriage of 
non-project water through the Timpanogos Canal as part of the Wasatch 
County Water Efficiency Project and Daniel Replacement Project (WCWEP 
and DRP) under the Central Utah Project Completion Act.

SUMMARY: Pub. L. 102-575, Central Utah Project Completion Act, Sections 
202(a)(3), 207(e), and 303(b), allows for the construction of the WCWEP 
and DRP as part of the Central Utah Project. The WCWEP and DRP Projects 
provide for increasing irrigation efficiency in the Heber Valley, 
conserving water, and eliminating the diversion of water from the upper 
Strawberry River tributaries to Heber Valley. As part of the these 
projects, the United States plans to acquire, and the District intends 
to improve, the Timpanogos Canal, a feature which has historically been 
used to convey Provo River water to irrigators. The canal will be used 
to convey project water and non-project water for irrigation purposes.
    The purpose of the negotiations sessions will be to determine the 
amount of non-project water which will be conveyed through the 
Timpanogos Canal and the price to be paid by WCSSA to the Department 
for conveying the non-project water.

DATES: Dates for public negotiation sessions will be announced in local 
newspapers.
