ACTION: Receipt of an application for a scientific research permit (1095). ----------------------------------------------------------------------- SUMMARY: Notice is hereby given that the U.S. Bureau of Reclamation at Denver, CO (USBR) has applied in due form for a permit that would authorize a take of a threatened species for scientific research. SUPPLEMENTARY INFORMATION: USBR requests a permit under the authority of section 10 of the Endangered Species Act of 1973 (ESA) (16 U.S.C. 1531-1543) and the NMFS regulations governing ESA-listed fish and wildlife permits (50 CFR parts 217-227). USBR (1095) requests a 1-year permit for a take of juvenile, threatened, Southern Oregon/Northern California coast coho salmon (Oncorhynchus kisutch) associated with research designed to collect data on seasonal fish distribution and abundance, particularly during spring and late summer, in Bear Creek and its principal tributaries, Little Butte Creek and its tributaries, and Big Butte Creek in southwest Oregon. The information is needed to support management decisions associated with a water conservation feasibility study in the Rogue River Basin, authorized by the U.S. Congress and the Oregon Water Resources Congress. The purpose of the feasibility study is to support a proposal to implement habitat enhancement activities designed in part to increase instream flows, improve the reliability and efficiency of existing water supplies, improve water quality and environmental values, and conserve water. Data to analyze the potential impacts of proposed activities on salmonid distribution and abundance are inadequate, as are the fisheries data needed to develop and compare alternatives. ESA-listed juvenile fish are proposed to be captured by electrofishing, handled (identified, measured, weighed, and scanned for injuries or diseases), allowed to recover, and released. An indirect mortality of ESA-listed juvenile fish associated with the research is also requested. Those individuals requesting a hearing (see ADDRESSES) should set out the specific reasons why a hearing on this application would be appropriate. The holding of such hearing is at the discretion of the Assistant Administrator for Fisheries, NOAA.
