Delegation of Authority Under Section 803(a) of 
                the Intelligence Authorization Act for Fiscal Year 1997

                Memorandum for Director of Central Intelligence

                By virtue of the authority vested in me by the 
                Constitution and laws of the United States of America, 
                including section 301 of title 3 of the United States 
                Code, I hereby delegate the functions conferred upon 
                the President by section 803(a) of the Intelligence 
                Authorization Act for Fiscal Year 1997, 50 U.S.C. 
                section 404d, to the Director of Central Intelligence.

                You are authorized and directed to publish this 
                memorandum in the Federal Register.
