Roller Chain, Other Than Bicycle, From Japan: Postponement of 
Preliminary and Final Results of Antidumping Duty Administrative Review

AGENCY: Import Administration, International Trade Administration, 
Department of Commerce.

ACTION: Extension of time limits for preliminary and final results of 
antidumping duty administrative review.

SUMMARY: The Department of Commerce (the Department) is extending the 
time limits of the preliminary and final results of the antidumping 
duty administrative review of the antidumping finding on roller chain, 
other than bicycle, from Japan, covering the period April 1, 1996, 
through March 31, 1997, since it is not practicable to complete the 
review within the time limits mandated by the Tariff Act of 1930 (the 
Act), as amended, (19 U.S.C. 1675(a)(3)(A)).

EFFECTIVE DATE: August 22, 1997.

SUPPLEMENTARY INFORMATION:

Applicable Statute

    Unless otherwise indicated, all citations to the statute are 
references to the provisions effective January 1, 1995, the effective 
date of the amendments made to the Act by the Uruguay Rounds Agreements 
Act.

Background

    On May 13, 1997 (62 FR 27720, May 21, 1997) the Department 
initiated an administrative review of the antidumping duty order on 
roller chain, other than bicycle, from Japan, covering the period April 
1, 1996, through March 31, 1997. In our notice of initiation, we stated 
that we intended to issue the final results of this review no later 
than April 30, 1998. On August 1, 1997, the American Chain Association 
(ACA), submitted a request for postponement of the preliminary 
determination on roller chain, other than bicycle from Japan, due to 
the large number of respondents and the complexity of issues presented 
by the review.

Postponement of Preliminary and Final Results of Review

    Section 751(a)(3)(A) of the Act requires the Department to make a 
preliminary determination within 245 days after the last day of the 
anniversary month of an order for which a review is requested and a 
final determination within 120 days after the date on which the 
preliminary determination is published. However, if it is not 
practicable to complete the review within the time period, section 
751(a)(3)(A) allows the Department to extend this time period to 365 
days and 180 days, respectively.
    We determine that it is not practicable to complete this review 
within the original time frame because of the large number of 
respondents and the complexity of the legal and methodological issues 
in this review.
    Accordingly, the deadline for issuing the preliminary results of 
this review is now no later than April 30, 1998. The deadline for 
issuing the final results of this review will be no later than 180 days 
from the publication of the preliminary results.
    These extensions are in accordance with section 751(a)(3)(A) of the 
Act (19 U.S.C. 1675(a)(3)(A)).
