AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making 
filed by Steven D. Bingham, seeking the allotment of Channel 257A to 
Payson, Arizona, as that community's third local FM transmission 
service. Coordinates used for this proposal are 34-13-54 and 111-20-12. 
Payson, Arizona, is located within 320 kilometers (199 miles) of the

Mexico border, and therefore, the Commission must obtain the 
concurrence of the Mexican government in this proposal.

DATES: Comments must be filed on or before June 16, 1997, and reply 
comments on or before July 1, 1997.

    Provisions of the Regulatory Flexibility Act of 1980 do not apply 
to this proceeding.
