United States Government Printing Office (GPO). CFR titles will be
added to GPO Access incrementally throughout calendar years 1996 and
1997 until a complete set is available. GPO is taking steps so that
the online and printed versions of the CFR will be released
concurrently.

The Federal Register provides a uniform system for making available
to the public regulations and legal notices issued by Federal
agencies. These include Presidential proclamations and Executive
Orders and Federal agency documents having general applicability and
legal effect, documents required to be published by act of Congress
and other Federal agency documents of public interest. Documents are
on file for public inspection in the Office of the Federal Register
the day before they are published, unless earlier filing is requested
by the issuing agency.
The seal of the National Archives and Records Administration
authenticates this issue of the Federal Register as the official
serial publication established under the Federal Register Act. 44
U.S.C. 1507 provides that the contents of the Federal Register shall
be judicially noticed.
The Federal Register is published in paper, 24x microfiche and as an
online database through GPO Access, a service of the U.S. Government

Access is issued under the authority of the Administrative Committee
of the Federal Register as the official legal equivalent of the paper
