AGENCY: Proposed rule; Reopening of public comment period.

SUMMARY: In response to additional requests from several interested 
persons, the Department of Energy has granted additional time to 
comment on proposed amendments to 10 CFR Part 960 that were published 
at 61 FR 66158, December 16, 1996.\1\
