AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by Windy 
Valley Broadcasting proposing the allotment of Channel 229A to 
Colstrip, Montana, as that community's first local service. The 
coordinates for Channel 229A are 45-53-00 and 106-37-36.

DATES: Comments must be filed on or before April 14, 1997, and reply 
comments on or before April 29, 1997.

of Proposed Rule Making, MM Docket No. 97-74, adopted February 14,

    Provisions of the Regulatory Flexibility Act of l980 do not apply 
to this proceeding.

Proposed Rule Making is issued until the matter is no longer subject to
