Agency Information Collection Activities: Proposed Collection; 
Comment Request

ACTION: Notice of information collection under review; Survey protocol: 
COPS MORE (Making Officer Redeployment Effective) '95.

    The Department of Justice, Office of Community Oriented Policing 
Services submitted the following information collection request to the 
Office of Management and Budget (OMB) for review and approval in 
accordance with the emergency review procedures of the Paperwork 
Reduction Act of 1995. The proposed information collection is published 
to obtain comments from the public and affected agencies. Emergency 
review and approval of this information collection is requested by 
March 8, 1997, and is only valid for 180 days. The Department of 
Justice is also using this notice to seek public comments for 60 days 
until May 2, 1997.
    Written comments and/or suggestions regarding the item(s) contained 
in this notice, especially regarding the estimated public burden and 
associated response time, should be directed to OMB, Office of 
Regulatory Affairs, Attention: Department of Justice Desk Officer, 
Washington, DC, 20530. Additionally, comments may be submitted to OMB 
via facsimile to 202-395-7285. Comments may also be submitted to the 
Department of Justice (DOJ), Justice Management Division, Information

    Written comments and suggestions from the public and affected 
agencies should address one of the following four points:
    (1) Evaluate whether the proposed collection of information is 
necessary for the proper performance of the functions of the agency, 
including whether the information will have practical utility;
    (2) evaluate the accuracy of the agency's estimate of the burden of 
the proposed collection of information, including the validity of the 
methodology and assumptions used;
    (3) enhance the quality, utility, and clarity of the information to 
be collected; and
    (4) minimize the burden of the collection of information on those 
who are to respond, including through the use of appropriate automated, 
electronic, mechanical, or other technological collection techniques or 
other forms of information technology, e.g., permitting electronic 
submission of responses.
    Overview of this information collection:
    (1) Type of Information Collection: New collection.
    (2) Title of the Form/Collection: Survey Protocol: COPS MORE 
(Making Officer Redeployment Effective) '95.
    (3) Agency form number, if any, and the applicable component of the 
Department of Justice sponsoring the collection: Form: COPS 18/01. 
Office of Community Oriented Policing Services, U.S. Department of 
Justice.
    (4) Affected public who will be asked or required to respond, as 
well as a brief abstract: State, local and tribal law enforcement 
agencies that received a COPS MORE '95 grant and that were selected to 
participate in a phone survey. COPS MORE (Making Officer Redeployment 
Effective) '95 provided grant monies to selected law enforcement 
agencies that submitted grant applications requesting financial 
assistance for the purchase of equipment, hiring of civilians, and 
provision of overtime resulting in the redeployment of law enforcement 
officers to community oriented policing activities. The 1994 Crime Bill 
states that grants for equipment, technology, and support systems may 
not be awarded in FY 1998-2000 unless the Attorney General has 
certified that grants awarded in fiscal years 1995-1997 have resulted 
in an increase in the number of officers deployed in community 
policing. The survey in consideration covers all areas necessary to 
determine the effectiveness of COPS MORE '95 in meeting the above 
criteria.
    (5) An estimate of the total number of respondents and the amount 
of time estimated for an average respondent to respond: Survey 
Protocol: COPS MORE (making Officer Redeployment Effective) '95: 
Approximately 200 respondents, at 1.25 hours per response (including 
record-keeping).
    (6) An estimate of the total public burden (in hours) associated 
with the collection: Approximately 250 annual burden hours.
