Endangered Species; Permits
AGENCY: National Marine Fisheries Service (NMFS), National Oceanic and
Atmospheric Administration (NOAA), Commerce.
ACTION: Notice of receipt of application for scientific research permit
(P496A).

SUMMARY: Notice is hereby given that David A. Nelson of U.S. Corps of
Engineers (P496A) has applied in due form for scientific research
permit to take listed sea turtles.
DATES: Written comments or requests for a public hearing on this
application must be received on or before February 21, 1997.

SUPPLEMENTARY INFORMATION: David A. Nelson, U.S. Corps of Engineers
(P496A), requests application under the authority of the Endangered
Species Act of 1973 (ESA) (16 U.S.C. 1531-1543) and NMFS regulations
governing listed fish and wildlife permits (50 CFR parts 217-227).
The applicant has requested a five-year permit to tag, track, blood
sample, and relocate 900 loggerhead (Caretta caretta), 60 green
(Chelonia mydas), 40 Kemp's ridley (Lepidochelys kempii), 3 leatherback
(Dermochelys coriacea), and 2 hawksbill (Eretmochelys imbricata) sea
turtles per year. These turtles would be captured incidental to
dredging activities in the Atlantic and the Gulf of Mexico, as
authorized by section 7 consultations. The turtles may receive PIT-
tags, flipper-tags, and radio, satellite, or sonic tags. The purpose of
the research is to minimize sea turtle-dredge interactions by
determining sea turtle habits, abundance, and distribution.
Those individuals requesting a hearing should set out the specific
reasons why a hearing on this particular application would be
appropriate (see ADDRESSES). The holding of such hearing is at the
discretion of the Assistant Administrator for Fisheries, NOAA. All
statements and opinions contained in this application summary are those
of the applicant and do not necessarily reflect the views of NMFS.
