    Pursuant to Public Law 92-463, notice is hereby given of the 
meeting of the following National Heart, Lung, and Blood Institute 
Special Emphasis Panel.
    The meeting will be open to the public to provide concept review of 
proposed contract or grant solicitations.
    Individuals who plan to attend and need special assistance, such as
