Wisconsin Electric Power Company; Notice of Availability of 
Environmental Assessment

December 27, 1996.
    An environmental assessment (EA) is available for public review. 
The EA analyzes the environmental impacts of an application by 
Wisconsin Electric Power Company (licensee) to grant an easement to the 
Wisconsin Department of Natural Resources (WDNR) for about 1,366 acres 
of land in the Kingsford Hydroelectric Project boundary. The WDNR wants 
to include these lands in its new Spread Eagle Barrens State Natural 
Area (State Natural Area). The State Natural Area is being created by 
the WDNR to preserve, restore, and manage rare pine barrens/bracken 
grasslands in the vicinity of the Kingsford Hydroelectric Project. 
Approving the application to grant the easement would not constitute a 
major federal action significantly affecting the quality of the human 
environment. The Kingsford Hydroelectric Project is located on the 
Menominee River in Florence County, Wisconsin and Dickinson County, 
Michigan.
    The EA was written by staff in the Office of Hydropower Licensing, 
Federal Energy Regulatory Commission. Copies of the EA can be obtained
