ACTION: Proposed rule. ----------------------------------------------------------------------- SUMMARY: The Commission requests comments on a petition filed by Vixon Valley Broadcasting seeking the allotment of Channel 294A to Windsor, New York, as the community's first local aural transmission service. Channel 294A can be allotted to Windsor with a site restriction of 11.6 kilometers (7.2 miles) east, at coordinates 42-03-04 North Latitude and 75-30-18 West Longitude, to avoid a short-spacing to Station WPCX, Channel 295B, Auburn, New York. Canadian concurrence in the allotment is required since the community is located within 320 kilometers (200 miles) of the U.S.-Canadian border.
