SUPPLEMENTARY INFORMATION: The following supplementary information is provided: Authority This action is authorized under the Omnibus Crime Control and Safe Streets Act of 1968, Secs. 201-03, as amended, 42 U.S.C. 3721-23 (1988). Background The Breaking the Cycle Demonstration Project has been developed to test whether a comprehensive assessment of all offenders entering the criminal justice system in a locality followed by a fully integrated program of intervention for all drug-involved offenders can reduce future drug use and its resulting consequences. The Breaking the Cycle demonstration was developed by a consortium of federal agencies led by the National Institute of Justice and the Office of National Drug Control Policy, with support from the Bureau of Justice Assistance, the National Institute of Drug Abuse, and the Center for Substance Abuse Treatment. The purpose of this solicitation is to provide funding for an evaluation of the [[Page 52958]] initial Breaking the Cycle Demonstration Project. It is anticipated that up to $600,000 will be available for the evaluation, with up to $300,000 made available in fiscal year 1997 and up to $300,000 in fiscal year 1998.
