Notice of Consideration of Issuance of this amendment was published in the Federal Register on December 21, 1994 (59 FR 65824). The purpose of the licensee's amendment request was to revise the following Technical Specifications: (1) Table 3.7-1 that would limit the maximum allowable power levels with inoperable main steam line safety valves, (2) Table 3.7-2 that would specify that the lift setting tolerance for the main steam safety valves is +3/-1% as-found and1% as-left, (3) Tables 2.2-1 and 3.3-2 that would reduce the sensor error and the response time for the pressurizer pressure high trip, and (4) Bases 3/4.7.1 that would reflect the plant uprates and the switch to V5 fuel. The NRC staff has advised the licensee that the proposed amendment is denied since the licensee has failed to respond to the Commission's request for information to support the application. The licensee was notified of the Commission's denial of the proposed changes by letter dated October 3, 1996. By November 8, 1996, the licensee may demand a hearing with respect to the denial described above. Any person whose interest may be affected by this proceeding may file a written petition for leave to intervene.
