Roses and Other Fresh Cut Flowers and Miniature Carnations From 
Colombia

AGENCY: Import Administration, International Trade Administration, 
Department of Commerce.

ACTION: Termination of reviews in progress for the 1995 annual review 
period.

SUMMARY: On August 30, 1996, the Department of Commerce published the 
final results of its countervailing duty administrative reviews and 
termination of suspended investigations (61 FR 45941). The reviews 
covered over 800 Colombian producers/exporters of roses, over 100 
Colombian producers/exporters of miniature carnations and the 
Government of Colombia (``GOC'') for the period covering January 1, 
1994 through December 31, 1994. These final results terminated the 
suspended investigation on roses and other cut flowers from Colombia 
and the suspended investigation on miniature carnations from Colombia, 
effective August 30, 1996, and announced our intention to terminate the 
reviews in progress for these agreements covering the January 1, 1995 
through December 31, 1995 period.

Background

    After considering comments received in connection with the 1994 
annual review, we determined that the GOC and the producers/exporters 
of the subject merchandise had complied with all the terms of the 
suspension agreements during the review period. Therefore, we 
determined that the GOC and the producers/exporters covered by these 
agreements had met the requirements for termination of this suspended 
countervailing duty investigations on roses and other cut flowers 
required by 19 CFR 355.25. We, therefore, decided to terminate the 
suspended investigation on roses and other cut flowers from Colombia 
and the suspended investigation on miniature carnations from Colombia, 
effective August 30, 1996. As a result of this determination, we are 
terminating the reviews in progress for these agreements covering the 
1995 period.
    This notice is in accordance with sections 751(a)(1)(C) of the 
Tariff Act (19 U.S.C. 1675(a)(1)(C)) and 19 CFR 355.22 and 355.25.
