Take notice that the following filings have been made with the
Commission:

Antigua Energy Operators Ltd. (``Antigua Energy'') (c/o Lee M.
Goodwin, Reid & Priest, 701 Pennsylvania Avenue, N.W., Washington, D.C.
20004) filed with the Federal Energy Regulatory Commission an
application on September 16, 1996 for determination of exempt wholesale
generator status pursuant to Part 365 of the Commission's Regulations.
Antigua Energy is a company formed under the laws of Antigua to
operate the eligible facility. Antigua Energy will operate an 11 MW
diesel electric generating facility located in Crabs Peninsula,
Antigua.
Comment date: October 11, 1996, in accordance with Standard
Paragraph E at the end of this notice. The Commission will limit its
consideration of comments to those that concern the adequacy or
accuracy of the application.

provides for transmission service under the Open Access Transmission
Service Tariff, FERC Original Volume No. 11.
WPSC asks that the Agreement becomes effective on the date of
execution by WPSC.

Take notice that on September 16, 1996, Portland General Electric
Company (PGE), tendered for filing under FERC Electric Tariff, 1st
Revised Volume No. 2, executed Service Agreements with Edison Source
and Williams Energy Service Company.
Pursuant to 18 CFR 35.11 and the Commission's order issued July 30,
1993 (Docket No. PL93-2-002), PGE respectfully requests the Commission
grant a waiver of the notice requirements of 18 CFR 35.3 to allow the
executed Service Agreements to become effective September 1, 1996.
A copy of this filing was caused to be served upon Edison Source
and Williams Energy Services Company.
