Notice Pursuant to the National Cooperative Research and 
Production Act of 1993--Blue Band II Consortium

    Notice is hereby given that, on August 27, 1996 pursuant to Section 
6(a) of the National Cooperative Research and Production Act of 1993, 
15 U.S.C. Sec. 4301 et seq. (``the Act''), parties to the Blue Band II 
Consortium filed a written notification simultaneously with the 
Attorney General and the Federal Trade Commission disclosing (1) the 
identities of the parties and (2) the nature and objective of the joint 
venture. The notification was filed for the purpose of invoking the 
Act's provisions limiting the recovery of antitrust plaintiffs to 
actual damages under specified circumstances. Pursuant to Section 6(b) 
of the Act, the identities of the parties are Boston University, 
Boston, MA; Hewlett-Packard Company, Palo Alto, CA; Massachusetts 
Institute of Technology, Cambridge, MA; SDL, Inc., San Jose, CA; 
University of New Mexico, Albuquerque, NM; University of Utah, Salt 
Lake City, Utah; The University of Texas, Austin, TX; and Xerox Palo 
Alto Research Center, Palo Alto, CA. The objective of the joint venture 
is the rapid commercialization of optoelectronic components operating 
in the blue and ultraviolet portion of the optical spectrum.
