Take notice that on September 3, 1996, Sabine Pipe Line Company (Sabine) tendered for filing the following proposed change to its FERC Gas Tariff, Second Revised Volume No. 1, to be effective October 1, 1996: Substitute Third Revised Sheet No. 20 Sabine states that the Commission has specified the Annual Charge Adjustment (ACA) unit charge of $.0020316300/Mcf to be applied to rates for the annual period commencing October 1, 1996. The ACA unit rate of $.0020316300/Mcf converts to $.0020/MMBtu under Sabine's basis for billing. Sabine states that copies of the filing were served upon Sabine's customers, the State of Louisiana, Department of Natural Resources, Office of Conservation and the Railroad Commission of Texas. Any person desiring to protest said filing should file a protest with the Federal Energy Regulatory Commission, 888 First Street, NE., Washington, DC 20426, in accordance with 18 CFR, Section 385.211 of the Commission's Rules and Regulations. All such protest must be filed as provided in Section 154.210 of the Commission's Regulations. Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceeding.
