Mississippi River Transmission Corporation; Notice of 1996 ACA 
Rate

September 10, 1996.
    Take notice that on September 5, 1996, Mississippi River 
Transmission Corporation (MRT), tendered for filing to become part of 
its FERC Gas Tariff, Third Revised Volume No. 1, Substitute Ninth 
Revised Sheet No. 10, with a proposed effective date of October 1, 
1996.
    MRT states that the purpose of the instant filing is to report the 
currently effective ACA charge in MRT's rates based on the new FERC 
approved surcharge of $0.00203 per Mcf effective October 1, 1996 in 
accordance with Section 23 of MRT's FERC Gas Tariff. The Mcf rate of 
$0.00203 divided by MRT's system Btu factor for the 12 months ended 
December 31, 1995 of 1.029 converts to a MMBtu rate of $0.0020.
    Any person desiring to protest the subject filing should file a 
protest with the Federal Energy Regulatory Commission, 888 First 
Street, NE., Washington, DC 20426, in accordance with Section 385.214 
of the Commission's Rules of Practice and Procedure (18 CFR 385.211). 
All such protests must be filed as provided in Section 154.210 of the 
Commission's Regulations. Protests will be considered by the Commission 
in determining the appropriate action to be taken, but will not serve 
to make protestants parties to the proceeding. Copies of this filing 
are on file with the Commission and available for public inspection.
