Draft Environmental Impact Statement (DEIS) for the Little Rock 
Mine Project, Grant County, New Mexico

AGENCY: Bureau of Land Management (BLM), Interior.

ACTION: Notice of Availability and Notice of Public Hearing.

SUMMARY: In accordance with section 102(c) of the National 
Environmental Policy Act, the Mimbres Resource Area has prepared a DEIS 
analyzing the potential environmental impacts of the proposed re-
establishment, operation, and reclamation of the Little Rock Mine 
Project located approximately 7 miles south of Silver City, New Mexico. 
The proposed project would also require the construction of a haul road 
that would enable Phelps Dodge Mining Company (PDMC) to transport ore 
from the Little Rock Mine pit to existing Tyrone operations for 
processing. The permit area is approximately 600 acres of which the 
proposed mine pit would cover 190 acres and the haul road 40 acres.

DATES: Written comments on the DEIS must be submitted or postmarked no 
later than October 15, 1996. A public hearing will be held at the time 
and place listed under SUPPLEMENTARY INFORMATION.

SUPPLEMENTARY INFORMATION: Those individuals, organizations, Native 
American tribes, agencies, and other government agencies with a known 
interest in the proposal have been sent a copy of the DEIS. Single 
copies of the document are available from the BLM Las Cruces District 
Office, 1800 Marquess, Las Cruces, New Mexico and the BLM New Mexico 
State Office, 1474 Rodeo Road, Santa Fe, New Mexico. Reading copies are 
available for review at public and university libraries in Las Cruces, 
Silver City, Deming, Lordsburg, Socorro, and Santa Fe, New Mexico. A 
public hearing has been scheduled for 7:00 p.m. on Wednesday, September 
25, 1996, at the Grant County Courtroom, 2nd Floor, 201 North Cooper 
Street, Silver City, New Mexico. Both oral and written comments may be 
given at the hearing. Written comments may also be submitted to the 
BLM, Las Cruces District, 1800 Marquess, Las Cruces, NM 88005 on or 
before October 15, 1996.
    Oral testimony at the hearing will be limited to 10 minutes for 
each witness. Additional time may be granted at the discretion of the 
presiding officer based on the number of speakers registered. Written 
text of prepared speakers may be filed at the hearing whether or not 
the speaker has been able to complete the oral delivery in the allotted 
time. All oral and written comments on the adequacy of the Draft EIS 
will receive consideration in the Final EIS.
