The WTC will focus on technologies that produce value-added products cleanly, safely and economically, while reducing the volume of municipal solid wastes processed in landfills. By providing financial support, DOE expects to better satisfy the municipal solid wastes disposal needs of the DOE Savannah River Site, encourage development of technologies which will produce value-added products and reduce the volume of municipal solid wastes processed in landfills. The South Carolina Energy R&D Center is uniquely positioned to perform this activity due to its ongoing activities with municipal solid waste reduction, recycling, and energy production, and because of its established relationship with the entities participating in the establishment of the Savannah River Site Subtitle D landfill. The criterion in 10 CFR 600.6(c)(2), permits award of this noncompetitive action because the activities are being conducted by the applicant using its own resources and resources provided by third parties; and, DOE support will enhance the public benefits and DOE knows of no other entity which is conducting or planning to conduct such activities.
