AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making 
filed on behalf of Henry Radio Company, licensee of Station KLLK-FM, 
Fort Bragg, California, requesting the reallotment of Channel 228B from 
Fort Bragg to Willits, California, and modification of the license for 
Station KLLK-FM to specify Willits as its community of license, 
pursuant to the provisions of Section 1.420(i) of the Commission's 
Rules. Coordinates for Channel 228B at Willits are 39-24-36 and 123-21-
12.

DATES: Comments must be filed on or before July 29, 1996, and reply 
comments on or before August 13, 1996.

    Provisions of the Regulatory Flexibility Act of l980 do not apply
