ACTION: Notice. ----------------------------------------------------------------------- SUMMARY: As part of its continuing effort to reduce paperwork and respondent burden, Veterans Benefits Administration (VBA) invites the general public and other Federal agencies to comment on this information collection. This request for comment is being made pursuant to the Paperwork Reduction Act of 1995 (Public Law 104-13; 44 U.S.C. 3506(c)(2)(A)). Comments should address the accuracy of the burden estimates and ways to minimize the burden including the use of automated collection techniques or the use of other forms of information technology, as well as other relevant aspects of the information collection. In this document VBA is soliciting comments concerning the following information collection: OMB Control Number: None assigned. Title and Form Number: Direct Deposit Enrollment, VA Form 24-0296 (Test). Type of Review: New collection. Need and Uses: The form will be used to gather the necessary information required to enroll VA Compensation and Pension beneficiaries in the Direct Deposit/Electronic Funds Transfer (DD/EFT) program for recurring benefits payments. The information will be used to process the payment data from VA to the beneficiary's designated financial institution. Current Actions: Regulatory authority contained in 31 CFR 209 provides the Secretary of Veterans Affairs the right to authorize the appropriate disbursing officer to make a recurring Federal payment to a beneficiary by sending to the financial institution designated by the beneficiary a payment that is drawn in favor of that institution and is for credit to the account of the beneficiary, in lieu of payment by check drawn to his order. To accomplish this, the beneficiary to whom the recurring payment will be made should provide VA with a written request on a form promulgated by the Treasury Department or such agency-adapted form for the purpose which designates the financial institution. Affected Public: Individuals or households. Estimated Annual Burden: 2,800 hours. Estimated Average Burden Per Respondent: 2 minutes. Frequency of Responses: One-time. Estimated Number of Respondents: 84,000.
