Notice of Lodging of Consent Decrees Pursuant to the Resource 
Conservation and Recovery Act of 1976, as Amended, 42 U.S.C. 6901 et 
seq.

    Notice is hereby given that a proposed consent decree in United 
States versus Flour City Architectural Metals, Inc., et al., Civil 
Action No. C2-96-327, was lodged on March 28, 1996, with the United 
States District Court for the Southern District of Ohio. The proposed 
consent decree provides that the defendants will pay $100,000 in civil 
penalties to the United States and perform a supplemental environmental 
project. The proposed consent decree will resolve certain claims of the 
United States against the defendants pursuant to an Administrative 
Consent Agreement and Final Order (``CAFO'') entered into on October 
27, 1988, regarding a steel wall panel manufacturing plant, formerly 
known as the E.G. Smith plant, located at 530 North Second Street in 
Cambridge, Ohio.
    The Department of Justice will receive, for a period of thirty (30) 
days from the date of this publication, comments relating to the 
proposed consent decree. Comments should be addressed to the Assistant 
Attorney General for the Environment and Natural Resources Division, 
Department of Justice, Washington, D.C. 20530, and should refer to 
Flour City Architectural Metals, Inc., et al., DOJ Ref. #90-7-1-628.
    The proposed consent decree may be examined at the office of the 
United States Attorney, Southern District of Ohio, 280 North High 
Street, Fourth Floor, Columbus, Ohio 43215; the Region 5 Office of the 
Environmental Protection Agency, 77 West Jackson Boulevard, Chicago, 
Illinois 60604; and at the Consent Decree Library, 1120 G Street, N.W., 
4th Floor, Washington, D.C. 20005, (202) 624-0892. A copy of the 
proposed consent decree may be obtained in person or by mail from the 
Consent Decree Library, 1120 G Street, N.W., 4th Floor, Washington, 
D.C. 20005. In requesting a copy please refer to the referenced case 
and enclose a check in the amount of $6.25 (25 cents per page 
reproduction costs), payable to the Consent Decree Library.
