ENVIRONMENTAL PROTECTION AGENCY

40 CFR Part 52

[MO-24-1-7047b; FRL-5317-8]

Approval and Promulgation of Implementation Plans; State of
Missouri

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

-----------------------------------------------------------------------

SUMMARY: Missouri submitted a rule which would allow the operating
permit monitoring data, including stack, process and ambient
monitoring, to be used directly for compliance certifications and
enforcement. In the final rules' section of the Federal Register, the
EPA is approving the state's State Implementation Plan revision as a
direct final rule without prior proposal, because the Agency views this
as a noncontroversial revision amendment and anticipates no adverse
comments. A detailed rationale for the approval is set forth in the
direct final rule. If no adverse comments are received in response to
this proposed rule, no further activity is contemplated in relation to
this rule. If the EPA receives adverse comments, the direct final rule
will be withdrawn and all public comments received will be addressed in
a subsequent final rule based on this proposed rule. The EPA will not
institute a second comment period on this document. Any parties

March 8, 1996.

ADDRESSES: Comments may be mailed to Joshua A. Tapp, Environmental
Protection Agency, Air Branch, 726 Minnesota Avenue, Kansas City,
Kansas 66101.

FOR FURTHER INFORMATION CONTACT: Joshua A. Tapp at (913) 551-7606.

SUPPLEMENTARY INFORMATION: See the information provided in the direct
final rule which is located in the rules section of the Federal
Register.

    Dated: October 2, 1995.
