The seal of the National Archives and Records Administration authenticates this issue of the Federal Register as the official serial publication established under the Federal Register Act. 44 U.S.C. 1507 provides that the contents of the Federal Register shall be judicially noticed. The Federal Register is published in paper and 24x microfiche and as an online database through GPO Access, a service of the U.S. Government Printing Office.
