Union Camp Corp.; Retail Packaging of the Flexible Packaging 
Division Savannah, GA; Notice of Affirmative Determination Regarding 
Application for Reconsideration

    On April 24, 1995, the union requested administrative 
reconsideration of the Department of Labor's Notice of Negative 
Determination Regarding Eligibility to Apply for Worker Adjustment 
Assistance for workers of the subject firm. The denial notice was 
signed on March 30, 1995 and published in the Federal Register on April 
27, 1995 (60 FR 20763).
    The issue is whether plastic bags are like and directly competitive 
with paper bags.

Conclusion

    After careful review of the application, I conclude that the claim 
is of sufficient weight to justify reconsideration of the Department of 
Labor's prior decision. The application is, therefore, granted.
