FCC To Hold Open Commission Meeting, Thursday, October 20, 1994

    The Federal Communications Commission will hold on Open Meeting on 
the subjects listed below on Thursday, October 20, 1994, which is 
scheduled to commence at 9:30 a.m., in Room 856, at 1919 M Street, 
N.W., Washington, DC.

Item No. Bureau, and Subject

1--Mass Media--Title: Review of the Prime Time Access Rule, Section 
73.658(k) of the Commission's Rules. Summary: The Commission will 
consider initiating review of the Prime Time Access Rule (PTAR).
2--Mass Media--Title: Revision of Radio Rules and Policies (MM 
Docket No. 91-140, RM-8414). Summary: The Commission will consider 
petitions for reconsideration of the national and local radio 
ownership rules.
3--International--Title: Application of Orbital Communications 
Corporation for Authority to Construct, Launch and Operate a Non-
Voice, Non-Geostationary Mobile-Satellite System (File Nos. 22-DSS-
P-90(20), 9-DSS-LA-94, 10-DSS-AMEND-94). Summary: The Commission 
will consider action authorizing the first commercial U.S. low-Earth 
orbiting mobile-satellite system.
4--Common Carrier--Title: Telephone Company-Cable Television Cross-
Ownership Rules, Sections 63.54-63.58 (CC Docket No. 87-266), and 
Amendments of Parts 32, 36, 61, 64, and 69 of the Commission's Rules 
to Establish and Implement Regulatory Procedures for Video Dialtone 
Service (RM-8221). Summary: The Commission will consider petitions 
regarding its rules and policies for local telephone company 
provision of video dialtone service.
5--Common Carrier--Title: Amendment of the Commission's Rules to 
Establish New Personal Communications Service (GN Docket No. 90-314, 
RM-7140, 7175 and 7618). Summary: The Commission will consider ten 
petitions seeking reconsideration of the Broadband PCS Memorandum 
Opinion and Order.
6--Common Carrier--Title: Implementation of Sections 3(n) and 332 of 
the Communications Act--Regulatory Treatment of Mobile Services (GN 
Docket No. 93-252). Summary: The Commission will consider whether 
resale agreements, management agreements and joint marketing 
arrangements should be considered attributable interests in the 
Commercial Mobile Radio Services.
7--Private Radio--Title: Amendment of Part 90 of the Commission's 
Rules to Facilitate Future Development of SMR Systems in the 800 MHz 
Frequency Band (GN Docket No. 93-144, RM-8117, 8029, and 8030), and 
Implementation of Section 309(j) of the Communications Act--
Competitive Bidding, 800 MHz SMR (PP Docket No. 93-253) . Summary: 
The Commission will consider action concerning wide-area licensing 
and the use of competitive bidding procedures for Specialized Mobile 
Radio in the 800 MHz band.
8--Office of Engineering and Technology--Title: Allocation of 
Spectrum Below 5 GHz Transferred from Federal Government Use. 
Summary: The Commission will consider action concerning use of 50 
MHz of spectrum being transferred from Federal Government to private 
sector use.
9--Office of Engineering and Technology--Title: Amendment of Parts 2 
and 15 of the Commission's Rules to Permit Use of Radio Frequencies 
Above 40 GHz for New Radio Applications (RM-8308). Summary: The 
Commission will consider action concerning operation at frequencies 
above 40 GHz.

    This meeting may be continued the following work day to allow the 
Commission to complete appropriate action.
