Paragraph 553(c)(2) of FAA Order 5100.38A, AIP Handbook, states that AIP participation for roads serving solely industrial or nonaviation related areas or facilities are ineligible for AIP funding. The proposed road, as described in the Town of Islip's application, mainly serves the industrial area and the fuel farm. Access to the U.S. Customs aircraft hangar is incidental to the fuel farm. Fuel farms are not eligible in accordance with paragraph 301(b) and Appendix 2 of FAA Order 5100.38A; therefore, an access road to the fuel farm is not eligible.
