BACKGROUND: The Bonneville Power Administration (BPA), the U.S. Bureau
of Reclamation, and the U.S. Army Corps of Engineers have issued the
Draft EIS on the Columbia River System Operation Review. The SOR, which
began in 1990, analyzes major long-term obligations such as salmon
recovery and other uses of the Columbia River system. The EIS evaluates
seven different strategies for operating 14 Federal dams on the system.
Alternatives range from operations as they were before any changes were
made for threatened and endangered species to drawing down the lower
Snake River projects to near natural riverbed levels. No alternative
has been identified as preferred. ther actions addressed in the
Draft EIS include formation of a Columbia River Regional Forum, renewal
of the Pacific Northwest Coordination Agreement and negotiation of new
Canadian Entitlement Allocation Agreements. Comments on the Draft EIS
will be accepted through October 24, 1994.
