ENVIRONMENTAL PROTECTION AGENCY

40 CFR Part 52

[MI28-01-6328b-FRL-5015-1]

Approval and Promulgation of Implementation Plan; Michigan

AGENCY: United States Environmental Protection Agency (USEPA).

ACTION: Proposed rule.

-----------------------------------------------------------------------

SUMMARY: The United States Environmental Protection Agency (USEPA)
proposes full approval of Michigan's 1990 base year O3 emission
inventory for the Grand Rapids and Muskegon nonattainment areas (NAAs)
submitted as a revision to the Michigan State Implementation Plan for
O3. The inventory was submitted by the State of Michigan to
satisfy a requirement that those States containing O3
nonattainment areas (NAAs) classified as marginal to extreme to submit
inventories of actual O3 season and emissions from all sources in
accordance with USEPA guidance. In the Final Rules Section of this
Federal Register, USEPA is approving the State's revision, as a direct
final rule without prior proposal because the Agency views this as a
noncontroversial revision amendment and anticipates no adverse
comments. A detailed rationale for the approval is set forth in the
direct final rule. If no adverse comments are received in response to
that direct final rule no further activity is contemplated in relation
to this proposed rule. If USEPA receives adverse comments, the direct
final rule will be withdrawn and all public comments received will be
addressed in a subsequent final rule based on this proposed rule. The
USEPA will not institute a second comment period on this document. Any
parties interested in commenting on this document should do so at this
time.
