ACTION: Notice. ----------------------------------------------------------------------- SUMMARY: DOE announces that pursuant to 10 CFR 600.14, it intends to award on a noncompetitive basis a Cooperative Agreement to the African Electrification Foundation. The purpose of this program is to develop a partnership with Historically Black Colleges and Universities (HBCU's) to collaborate in strengthening the electric power system infrastructure in Africa. This cooperative agreement will help ensure that minority businesses and educational institutions are afforded an opportunity to expand their participation in the commercial application of energy-related technologies and enhance their competitiveness.
