This program will provide support to establish or to continue projects that develop braille training materials and provide in-service or pre- service training in the use of braille and methods of teaching braille. Eligible Applicants: State agencies and public or nonprofit agencies and organizations, including institutions of higher education. Supplementary Information: The Braille Training Program is authorized under Title VIII of the Rehabilitation Act of 1973, as amended (the Act) (29 U.S.C. 760-762). Deadline for Transmittal of Applications: June 29, 1994. Deadline for Intergovernmental Review: August 29, 1994. Applications Available: May 11, 1994. Available Funds: $400,000. Estimated Range of Awards: $180,000-$210,000. Estimated Average Size of Awards: $200,000. Estimated Number of Awards: 2. Note: The Department is not bound by any estimates in this notice. Project Period: Up to 36 months. Applicable Regulations: The Education Department General Administrative Regulations (EDGAR) in 34 CFR Parts 74, 75, 77, 79, 80, 81, 82, 85, and 86. Statutory Requirements The statutory requirements in section 21(b)(6), section 302(a), with the exception of the first sentence, sections 302(b) and (c), paragraphs (1) and (2) of section 302(g), section 306, and section 803(b) apply to this program. Priorities Under 34 CFR 75.105(c)(1) the Secretary is particularly interested in applications that meet one or more of the following invitational priorities. However, an application that meets one or more of these invitational priorities does not receive competitive or absolute preference over other applications: Invitational Priorities (1) Training approaches that will recruit and train minority and underrepresented groups, including individuals for whom English is a second language. (2) Training in the braille codes used for mathematics (Nemeth code) and music. Selection Criteria In evaluating applications for grants under this competition, the Secretary uses the EDGAR selection criteria in 34 CFR 75.210. The regulations in 34 CFR 75.210 provide that the Secretary may award up to 100 points for the selection criteria, including a reserved 15 points. For this competition, the Secretary distributes the additional 15 points as follows: Plan of operation (34 CFR 75.210(b)(3)).
