has sufficient bond coverage for the additional tax liability assumed
when spirits are transferred in bond.

Notice of Change in Subject Matter of Agency Meeting
Pursuant to the provisions of subsection (e)(2) of the ``Government
in the Sunshine Act'' (5 U.S.C. 552b(e)(2)), notice is hereby given
that at its open meeting held at 10:04 a.m. on Tuesday, March 22, 1994,
the Corporation's Board of Directors determined, on motion of Director
Jonathan L. Fiechter (Acting Director, Office of Thrift Supervision),
seconded by Mr. Stephen R. Steinbrink, acting in the place and stead of
Director Eugene A. Ludwig (Comptroller of the Currency), concurred in
by Acting Chairman Andrew C. Hove, Jr., that Corporation business
required the withdrawal from the agenda for consideration at the
meeting, on less than seven days' notice to the public, of a memorandum
and resolution regarding final amendments to Part 335 of the
Corporation's rules and regulations, entitled ``Securities of Nonmember
Insured Banks,'' relating to registration and reporting requirements
for nonmember insured banks with securities registered under section 12
of the Securities Exchange Act of 1934.
By the same majority vote, the Board further determined that no
notice earlier than March 21, 1994, of the change in the subject matter
of the meeting was practicable.
The meeting was held in the Board Room of the FDIC Building located
at 500--17th Street, NW., Washington, DC.

Notice of Agency Meeting
Pursuant to the provisions of the ``Government in the Sunshine
Act'' (5 U.S.C. 552b), notice is hereby given that at 10:21 a.m. on
Tuesday, March 22, 1994, the Board of Directors of the Federal Deposit
Insurance Corporation met in closed session to consider the following:
Matters relating to the probable failure of a certain insured
depository institution.
Application of Andover Bank, Andover, Massachusetts, an insured
State nonmember bank, for consent to merge, under its charter and
title, with Community Savings Bank, Lawrence, Massachusetts, an
insured State mutual savings bank which will convert to a State
chartered stock savings bank prior to the merger transaction, and
for consent to establish the four offices of Community Savings Bank
as branches of Andover Bank.
Matters relating to the Corporation's supervisory and corporate
activities.
In calling the meeting, the Board determined, on motion of Mr.
Stephen R. Steinbrink, acting in the place and stead of Director Eugene
A. Ludwig (Comptroller of the Currency), seconded by Director Jonathan
L. Fiechter (Acting Director, Office of Thrift Supervision), concurred
in by Acting Chairman Andrew C. Hove, Jr., that Corporation business
required its consideration of the matters on less than seven days'
notice to the public; that no earlier notice of the meeting was
practicable; that the public interest did not require consideration of
the matters in a meeting open to public observation; and that the
matters could be considered in a closed meeting by authority of
subsections (c)(4), (c)(6), (c)(8), (c)(9)(A)(ii), (c)(9)(B), and
(c)(10) of the ``Government in the Sunshine Act'' (5 U.S.C. 552b(c)(4),
(c)(6), (c)(8), (c)(9)(A)(ii), (c)(9)(B), and (c)(10)).
The meeting was held in the Board Room of the FDIC Building located
at 550--17th Street, NW., Washington, DC.
