Agency: Bureau of the Census. Title: Annual Capital Expenditures Survey Form Number(s): ACE-1, ACE-2. Agency Approval Number: none. Type of Request: New collection. Burden: 108,500 hours. Number of Respondents: 45,000. Avg Hours Per Response: 2 hours 25 minutes. Needs and Uses: A major concern of economic policymakers is the adequacy of investment in plant and equipment. Much of the current data on investment are estimates for broad categories of capital expenditures with very little or no detail about the investing industries. Census is proposing a new annual data collection to provide detail on capital expenditures needed for estimating the national income and product accounts, estimating productivity of U.S. industries, evaluating fiscal and monetary policy, and conducting research using capital expenditures data. In 1991 we conducted a pilot survey under OMB number 0607-0737 to examine the basic survey design, forms and content, and survey processing system. We also conducted a response analysis designed to detect major errors in the forms and obtain respondents' reactions to individual survey items. We then collected 1992 data in a preliminary survey with an expanded panel in order to further test the processing system and survey design. We now plan to collect 1993 data in a full-scale survey. This request is for clearance of the full-scale survey. This request if for clearance of the full-scale survey which includes refinements from the previous efforts.
