ACTION: Public notice on comment period on floodplain involvement. ----------------------------------------------------------------------- SUMMARY: The Department of Energy (DOE) is evaluating a grant proposal to authorize the Medical University of South Carolina to construct and equip the two lower floors of the proposed nine-story Strom Thurmond Biomedical Research Center. The action would expand and consolidate on- going clinical research and out-patient diagnostic activities of the Cardiology Division of the Gazes Cardiac Research Institute. Most of the remainder of the Center would be occupied by the Department of Veterans Affairs. The proposed site is located on Doughty Street, between Courtney and Earhardt Drives, in Charleston, South Carolina. In accordance with 10 CFR part 1022, DOE will prepare a floodplain assessment and will perform this proposed action in a manner so as to avoid or minimize potential harm to or within the affected floodplain. SUPPLEMENTARY INFORMATION: The proposed Strom Thurmond Biomedical Research Center would be located within an area which would be affected by the 100-year and 500-year floods as defined by the Flood Insurance Rate Map of the Federal Emergency Management Agency, and by the Corps of Engineers. The site of the Center is near the eastern shore of the Charleston peninsula, which is an urban zone with typical mixed land use: Residential, commercial, institutional, industrial, and some parks and recreation areas. In accordance with DOE regulations for compliance with floodplain and wetlands environmental review requirements (10 CFR part 1022), DOE will prepare a floodplain assessment for this proposed DOE action. The DOE, as the lead agency, will include the floodplain assessment in the Environmental Assessment (EA) being prepared for the proposed project in accordance with the requirements of the National Environmental Policy Act. Following completion of the EA, DOE will make a determination on the need for an Environmental Impact Statement (EIS) and either include a floodplain statement of the findings in the DOE Finding of No Significant Impact or in an EIS, as appropriate.
