Federal Aviation Administration
Proposed Change #2 to FAA P-8110-2, Airship Design Criteria
AGENCY: Federal Aviation Administration (FAA), DOT.
ACTION: Notice of availability of Proposed Change #2 to FAA P-8110-2,
Airship Design Criteria (ADC); request for comments.
-----------------------------------------------------------------------
SUMMARY: This proposed change adds the requirements for fly-by-light
control systems. We propose to add two new paragraphs to the ADC that
cover concerns related to optical couplings and optical degradation. We
do not consider loss of primary flight controls critical to continued
safe flight and landing in airships, because they essentially become
free balloons if they lose controllability.
DATES: Comments must be received on or before March 21, 1994.
ADDRESSES: Mail or deliver comments on the Proposed Change #2 to FAA P-
8110-2, Airship Design Criteria (ADC), to: Federal Aviation
Administration, Small Airplane Directorate, Aircraft Certification
Service, Standards Office (ACE-110), 601 East 12th Street, Kansas City,
Missouri 64106.
FOR FURTHER INFORMATION CONTACT:
J. Lowell Foster, Aerospace Engineer, Standards Office (ACE-110), Small
Airplane Directorate, Aircraft Certification Service, Standards Office
(ACE-110), 601 East 12th Street, Kansas City, Missouri 64106.
comments invited: Interested parties are invited to submit such written
data, views, or arguments as they may desire. Commenters must identify
the report number (FAA-P-8110-2), and submit comments to the address
specified above. We will consider all written comments received on or
before the closing data for comments before we revise the ADC. The
proposed changes to the ADC and comments received may be inspected at
the Standards Office (ACE-110), 1201 E. Walnut, Suite 900, Kansas City,
Missouri, between the hours of 7:30 a.m. and 4 p.m. weekdays, except
Federal holidays.
background: The requirements for a control system not directly
(mechanically) connected to the control surface are applicable to both
fly-by-wire and fly-by-light. The fiber optics used in fly-by-light
systems, though immune to some of the problems associated with fly-by-
wire systems, has its own set of problems. Those problems are addressed
in this change.
Issued in Kansas City, Missouri, January 4, 1994.

Manager, Small Airplane Directorate, Aircraft Certification Service.
