I am providing the attached report on defense spending of North Atlantic Treaty Organization (NATO) members, including steps members have taken to move toward NATO defense spending commitments, prepared consistent with section (3)(2) of the Resolution of Advice and Consent to Ratification of the Protocol to the North Atlantic Treaty of 1949 on the Accession of Montenegro of March 28, 2017.
