SH11 -AIN85 1982 ABSTRACT From October 1980 through April 1982 commercial fishery statistics in coastal North Carolina were collected, on a voluntary basis, from more than 320 seafood dealers by five state port agents and one federal port agent. Data were collected for the following surveys: North Carolina Landings Bulletin (monthly), South Atlantic Regional Shrimp Survey (weekly), General Canvas of the Fisheries (annual), Market News Reports (weekly), Flounder Species and Size Composition (seasonal), and Trip Estimates for the Long Haul and Winter Trawl Fisheries (seasonal). The North Carolina commercial landings in 1980 and 1931 were 356.2 million pounds with a dockside value of $68.8 million and 432.0 million pounds with a dockside value of $57.2 million, respectively. The 1980 shrimp landings (6.1 million heads-off pounds, $17.2 million) were the highest for the state since 1955, while the 1981 landings (1.6 million heads-off pounds, $5.3 million) were the worst since 1958. Processed fishery products were valued at $43.6 million in 1980 and $59.5 million in 1981. The major products included fish meal, oil and solubles, shucked oysters and scallops, crabmeat, headed shrimp and edible finfish products. The landings data collected during this project were compiled and published by month in the Division's "North Carolina Landings Bulletin" which was sent to over 120 users. Over 315 requests from various users (Regional Fishery Management Councils, State management agencies , news media, researchers, etc.) for fishery statistics were answered during this project. Recognizing the importance of accurate and timely fishery statistics, the fishery management agencies of the South Atlantic states (NC, SC, GA, FL) and the National Marine Fisheries Service (NMFS) joined together in 1977 to cooperatively collect fishery statistics for the region. Initial impetus and funding for the regional program came from the Atlantic States Marine Fisheries Commission's (ASHFC) State/Federal Fisheries Management program. The NNFS Southeast Regional Office provided funding to continue the program by implementing Cooperative Agreements with each state in October, 1980. The South Atlantic State/Federal Statistical Coriviiittee serves as the coordinating group for the regional activities. For example, the members of the Committee determine the data sets to be collected, the periodicity of data collection, computer codes, and input and output formats. Objectives The following objectives were met under the North Carolina/HMFS Cooperative Agreement which covered the time period of 1 October 1980 through 15 April 1982. 1) To obtain monthly reports on the commercial landings of fish and shellfish for the North Carolina Landings Bulletin. 2) To obtain monthly reports on the type of gear used, the water body of capture, distance from shore and ex-vessel value of the catch. 3) To obtain weekly detailed information on the pounds and value by species, by water body of capture, by gear, by grading type, by trips and by hours fished for the South Atlantic Detailed Shrimp Program. 4) To obtain the annual reports (Processed Products and Wholesale Dealer Survey,Vessel Survey-i and Operating Units Data - Boat and Shore) for the General Canvas of the fisheries. 5) To participate in special surveys when agreed to under the terms of the Memorandum of Understanding. 2 METHODS Data Collection The basic procedures for collecting commercial fishery statistics in the region have been described in several reports (Theiling 1981; West 1980, 1981). Data collection procedures are also described in the NMFS publication "Manual for Conducting Statistical Surveys of the Fisheries of the United States" (U.S. Dep..Interior, Bur. Com. Fish. 1964) and the Statistical Committee's manual "South Atlantic Regional Shrimp Trip Interview Form Instructions" (1980). Under North Carolina's legal authority (General Statute 113-163) commercial landings and processing data were collected, on a voluntary basis, from the seafood dealers located in the coastal counties (Figure 1). Five state port agents and one federal port agent collected data during this project. On the average, the agents contacted over 180 seafood dealers a month. A total of 340 different seafood dealers were contacted in 1980 and 322 in 1981. From these seafood dealers, the port agents collected data for the following surveys: North Carolina Landings Bulletin (monthly) South Atlantic Regional Shrimp Survey (weekly) General Canvas of the Fishery (annual) Market News Reports (weekly) For the North Carolina Landings Bulletin, pounds and value by species, water caught, county landed, gear and distance from shore were collected on a monthly basis. For the South Atlantic Regional Shrimp Survey, pounds and value by shrimp species, count size, water caught, gear, grading type and vessel size category were collected. Also, the number of hours fished, days out of port and trips were recorded. For the General Canvas of the Fishery, data were collected on the number and types of fishermen and fishing craft, and the types and quantity of gear employed. Also, data on the number of processors, employment in the industry, and the disposition of the catch were collected. For the Market News Reports, weekly estimates of the pounds landed and the average price paid for the major species were collected by district (northern, central, southern - Figure 1). Coastal North C arolina with district boundaries designated. 4 agents. For one survey, fish houses were sampled for flounder species and flounder market size composition. Specifically, the individual flounder from 50 pound boxes of each market size were measured and identified to species. Also, the total weights of the flounder catch for the trip, as well as for each market category, were recorded. The second survey obtained an estimate of long haul seine fishing effort. For each month, the port agents recorded the number of seafood dealers handling long haul crews and the total number of crews which worked. Whenever possible, the port agents also recorded the number of landings made by a single crew or a combination of crews. A simple ratio was used to expand the trip number subsample to an estimate of total trips for the total number of crews working. The third survey obtained an estimate of winter trawl fishing effort. The methodology used was identical to the long haul effort survey. Data Processing The port agents submitted their completed data forms (Bulletin, Shrimp Survey, and General Canvas) directly to the National Marine Fisheries Service, Technical and Information Management Services (TIMS) office in Beaufort, NC. All shrimp forms for a given month were due on the 10th of the following month. Bulletin forms for a month were due on the 15th of the following month, and General Canvas forms were submitted on a specified due date. The Market News estimates for a week were phoned in each Friday to the Division's Data Entry Operator who hand tallied them into the Market News Report. The infor- mation was then relayed to the NMFS Market News offices in New Orleans and New York by telephone. The federal port agent visually checked the Bulletin and Shrimp Survey forms and then submitted them to the NMFS automatic data processing section (ADP) for key entry (completed in a day). The key entry program had field verification. Rejected forms were returned to the federal port agent for correction. When NMFS ADP had a complete and correct disk file, it was batched out to the Honeywell 66/80 computer in Macon, GA (completed in 5 days). A conversion program with edits was run on the file prior to its inclusion in the master regional data file (completed in 10 days). The General Canvas Forms were handled in a similar fashion but the data entry and processing was handled by the NMFS Central Office, Resource Statistics Division in Washington, DC. 5 In the review and edit process the port agents were contacted on most of the changes made to the data they submitted. In addition, records were kept on the number and types of errors made by each agent. The agents were notified in writing each month of the changes made to their data and thereby, were able to improve their performances. As of 15 April 1982, THIS had not supplied the documentation for the software developed for data processing and report preparation to the Division. Data Reports TIMS was responsible for developing the software for report generation. The reports they generated were of two types. In the interactive mode, reports were generated by the program asking questions of the user and then producing a report based on the response. Interactive programs were developed for the Shrimp Survey and the Bulletin data. Examples of the formats for the inter- active Shrimp report and Bulletin report are shown in Figures 2 and 3, - respectively. In the batch mode, reports with a fixed output were generated. The Division was dependent on TIMS to generate the batch reports TIMS supplied the following monthly and annual batch reports from the Shrimp Survey: 1. By state 2. By county landed 3. If the information did not meet the "rule of three dealers", the requested report was withheld and the user was instructed to choose broader categories. Therefore, only reports which could be distributed to the general public were available from the interactive program. However, the reports from the batch program contained information identifiable at the dealer level and thus, were considered confidential. To insure uniformity between NMFS and the Division on how these data were used and released to the public, a confidentiAlity policy for the Division was drafted and approved by the Department of Natural Resources and Community Development (NC Dept. Nat. Res. Community Develop, 1980). The policy describes how confidential data will be used within the Division and the conditions which must be met before data are released to the public. This policy ensures that an information source will not be hurt by providing information to the statistics program. Computer reports from the data gathered for the General Canvas were not available for several reasons. First, the 1411FS Resource Statistics Di4ision historically does not computerize portions of the data (wholesale dealers and processed fishery products). Second, data (operating units survey) which would be computerized had not been processed by the project's end. Upon request, NMFS supplied hand tallies of the wholesale dealers and processed fishery products to the Division for 1980 and 1981. RESULTS AND DISCUSSION The Bulletin data collected during this project were compiled and published by month in the Division's "North Carolina Landings Bulletin". The foymiat for this publication follows that used by NMFS in previous years when they published the bulletin data. The Bulletin is composed of the following three tables: 1. Landings by species, by district for the month. 2. Landings by species for the month (current year and previous year). 3. Landings by species, cumulative for the year (current year and previous year). The Bulletin was published for each month through March 1982 and was sent to over 120 users (libraries, researchers, and state and federal management 10 agencies). Appendix A contains the monthly North Carolina Bulletins for October 1980-March 1982. Selected Bulletin data were also summarized for various collection parameters or a combination of collection parameters. Table 2 is an example of king mackerel data for 1981 summarized by water of capture and fishing gear used. Generally, the corrected Bulletin data for a month were available within 1.5 months from the submittal date. This was a vast improvement over the three to four month time period in receiving the data in the years prior to the regional program. Bulletin publication within three months of receipt of data is also a great improvement. Publication was often six months or more after the fact. Data collected for the South Atlantic Regional Shrimp Survey are summarized by month and by species for 1980 and 1981 in Tables 3 and 4, respectively. While 1980 shrimp landings were the best since 1955, the 1981 shrimp landings were the worst since 1958. The available General Canvas data for North Carolina showed 340 and 322 wholesale dealers operating in the coastal counties, in 1980 and 1981, respectively. In each year 114 of these dealers produced processed fishery products. Processed fishery products were valued at $43.6 million in 1980 and $59.5 million in 1981. The major products included fish meal, oil and solubles, shucked scallops, shucked oysters, crabmeat, headed shrimp, and edible finfish products. Table 5 gives the value and percentage each of these categories contributed to the total state processed product value in 1980 and 1981. The other General Canvas data collected during this project has not been processed by NMFS and thereford, summaries are not in0uded in this report. The dockside value of North Carolina's commercial fisheries in 1980 was a record $68.8 million. At the time, the volume landed (356.2 million pounds) was the second highest on record. A total of 12 species or species groups (croaker, flounder, menhaden, grey trout, spot, snapper/grouper, eels, blue crabs, shrimp, sea scallops, bay scallops and hard clams) were valued at over $1,000,000 each. These species accounted for over 87% of the total pounds landed. In value., 1980 was a record year for shrimp, blue crabs , hard clams, oysters, bay scallops, croaker, grey trout, spot, snapper/grouper, scup/porgy, sea bass, eels, bluefish, tuna, and king mackerel. The dockside value of North Carolina's comercial fisheries in 1981 declined to $57 .2 million. The volume landed, 432.0 million pounds, set a new record. These species accounted for over 92% of the total pounds landed. In volume, 1981 was a record year for blue crabs, menhaden, bluefish, snapper/grouper, and scup/porgy. The Market News Reports for North Carolina were published each Friday in two NMFS Publications: the New Orleans and the New York "Fishery Market News Reports". Figure 4 is an example of the 26 March through 1 April 1982 North Carolina report which was published in the NMFS New Orleans Fishery Market News Report (0-38). Data from the flounder species and market size composition survey of the winter trawl fishery are summarized in Table 6. The survey data corroborate previous Division findings that the flounder portion of catches from the winter trawl fishery are composed almost entirely of ParalichthLs dentatus. This survey provided useful data for the Interstate Fisheries Management Program's Mid Atlantic Fluke Management Plan, as well as the Division's own flounder stock assessment program. Estimates of long haul seine effort (trips) and winter trawl fishery effort (trips) are shown in Tables 7 and 8, respectively. These trip estimates provide a rough estimate of nominal effort because of the expansion process described in the methods section of this report. Estimates of effective effort will require much more work. However, when the trip data are collected over a long period of time, we hope they can then be related to the landings data from the long haul and winter trawl fisheries, respectively. The combined information, other than just the catch data, will give a better indication of the trend in stock abundance. The data gathered during this project provide an historical basis for evaluating the various fisheries. The data gathered during 1980 and 1981 were compiled and published in the annual Division reports "Trends in,North Carolina Fisheries" (Street 1980, 1981) and the NMFS 1980 and 1981 Current Fisheries Statistics series, "Fisheries of The United States". The initiation of a computerized system for the North Carolina landings data has allowed the Division to quickly access landings statistics. This has been a great benefit in making, evaluating and promoting management decisions, as well as in responding to requests for fishery statistics from industry, researchers, news media and other management agencies. In evaluating the impacts of a proposed striped bass season closure and gear restriction, the species composition by season of the gill net fishery in the Albemarle Sound area was reviewed. North Carolina landings data for sea scallops, calico scallops, bluefish, shrimp, snapper, grouper, tilefish and sea bass were supplied to the Mid-Atlantic and South Atlantic Fishery Management Council-s for use in development of management plans under the Magnuson Fishery Conservation and Management Act of 1976. Several groups were interested in relating fishery landings to environ- mental conditions in the coastal area. Catch statistics from the Chowan and White Oak Rivers were supplied to study groups who were concerned with the water quality in these rivers. The economic impact of the closure of Oregon Inlet during late winter on the area's fisheries was evaluated, in part, by comparing the landings in Dare County before and after the inlet closed. Historic flounder catches in Pamlico River were reviewed in assessing the impact of a December 1981 flounder kill in the river. Fishery statistics were supplied to local economic development organi- zations, consulting firms, loan institutions, and seafood businesses. University researchers were supplied fishery statistics for their projects on shrimp, blue crabs, bay scallops, and hard clams. Timely landings data were also beneficial in Division public relations. The Division was able to give quick and accurate responses to the news media, coastal legislators, and other concerned parties when they requested landings data. Over 315 requests for fishery statistics were answered during this project, more than one for each working day. RECOKIENDATIONS In general the North Carolina/N11FS cooperative statistics program functioned well. Although some aspects within the program need considerable improvement, most areas functioned adequately. The following recommendations would improve the effectiveness of the North Carolina/NMFS cooperative statistics program, as well as the overall South Atlantic regional statistics program: 1. The regional emphasis of the program should be continued. The South Atlantic Statistical Committee should continue to be the state's primary 21 mechanism for working with TIMS on common problems encountered by the states. For example, a particular state's problem with rock shrimp data was communicated to all the states. This communication facilitated a coordinated response and a quicker resolution to the problem. 2. Communication between the states and TIMS should be improved. For example, the states lacked information on when file data (bulletin or shrimp) for a month were accurate and complete, what progress TIMS had made on computer program development, and why numbers changed in reports which were generated for the same selection categories. Most of these topics could be addressed by TV43 in a quarterly "newsletter" to users of the landings data systems. In addition, TIMS could distribute to the states information (technical reports, progress reports, etc.) that relates to the development and implementation of the regional program. 3. A complete set of documentation for data collection and computer software should be developed. This documentation would give the users of the system the information they need to adequately interpret the data, to understand the limitations of the system and to recommend improvements to the system. 4. The programs developed by TIMS are the only means most states have to access and manipulate the data, and they should be made more flexible. The current programs restrict the combinations of categories that can be used to summarize the data. Nothing is more frustrating than to know the data exist, but not be able to obtain the summary which is required. The Statistical Committee's 16 March 1982 recommendations to TIMS on this subject should be implemented as soon as possible.
