SB 482 .P4 M375 1987 INTRODUCTION The following represents a final project report covering Phase IV improvements at Market Square Memorial Park in the Borough of Marcus Hook. This report provides an overview of the construction project. A comparison of the original scope of work with the completed project improvements is presented. A compilation of final'project costs covering all aspects of the project is described. The report also includes post-construction site photographs. Each of the photographs are labeled identifying the completed project work elements. Included within the project narrati've is a summary of all costs associated with Market Square Memorial Park beginning with land acquisition in 1984 and concluding with the last phase of park development in 1990. PROJECT DESCRIPTION When first proposed the Phase IV improvements at Market Square Memorial Park included connector walks, light standards (8), princeton fence at river cove, an additional steel support beam on the fishing pier, stage lighting, additional rip-rap at the riverfront and further landscaping work. Preliminary cost estimates totaled $46,000 with an additional $4,000 budgeted for professional design/engineering fees. The Borough had hoped to package a CZM grant with a Pennsylvania Department of Community Affairs RIRA grant. Notification was received on June 22, 1989, of a $15,000 CZM grant recommendation for the-Market Square Memorial Park project. DCA RIRA funds were not approved for the project. The Borough of Marcus Hook selected the firm of Thomas Comitta Associates as the project design and engineering consultant and their proposal was forwarded to the CZM office on May 7, 1990. Mr. Comitta's firm prepared the original park master plan and was responsible for the planning, design and engineering of the first three phases of park construction. It was decided to separate the project into two contracts, general and electrical. The general base bid would include the connector walks, acknowledgement plaque and three alternates, and the electrical work would encompass the furnishing and installation of eight (8) new walkway lights. The project was advertised for bid in June 1990 and bids were opened on July 2, 1990. Only one (1) general construction bid and only one (1) electrical bid were received. The general construction work was awarded to Keystone Conservation Service as per their base bid quotation of $15,600. Wyman Electrical Service was awarded the electrical contract in the amount of $24,000. Both awards were made on August 6, 1990. Subsequent to the contract awards, the Borough requested additional CZM funding for the project. The project budget had been reduced to $30,000 once RIRA funds were denied. Faced with base contract prices totalling $39,600 additional grant dollars were needed to offset the actual project costs. It was only after the CZM office agreed to increase the grant from $15,000 to $19,000, that the Marcus Hook Borough Council awarded the project construction contracts. A pre-construction meeting was held on August 15, 1990, and work began on the walkways in September. This work was completed on October 12 and the final inspection was conducted on October 24. Walkway lights were installed in November and this work was inspected on December 6, 1990. The final project cost was $43,587.62 and consisted of the following items: General construction $15,600.00 Electrical construction 24,000.00 Design and engineering 3,987.62 TOTAL $43,587.62 The Market Square Memorial Park project, which began with land acquisition in 1984, has now required a total capital outlay of $1,067,819.
