LAKE SHORE PARK BOAT LAUNCH RAMP CONSTRUCTION PROJECT ............................ i............ Contract Numbe r 79- 5 Although the application for this construction project was initiated by the Ashtabula County Commissioners on January 25, 1979) the Ashtabula Township Park Commission had been negotiating with the Ohio Department of Natural Resources for some time prior to this date to finance part of the project. The engineering design for the 1@@ project was in process and near compldtion in 1979 also., Engineering was done by Woodruff, Inc., Consulting Engineers from Beachwood, Ohio. -z- From the time of the application in 1979 to the initiation of ks 0- construction in 1981, the proj ect had portions redesigned. Some of the additions included changes in the landscaping and other minor f'Ni details. One major change occurred when ODNR obligated financing r@@ for fishing platforms along the seawall. The boat launching reconstruction was part of the Lake Shore Park Recreation Plan adopted by the Park Commission and funded in part through a Coastal Energy Impact Program grant by the Ohio Depart- nient of Energy. In that plan the exisLing,boaL ramp area was identi- fied as an area severely affected by erosion and wave action flooding due to the location of the U. S, breakwall protecting Ashtabula Harbor, the docks in the harbor and the Cleveland Electric Illumina- ting Company's groin system protecting their intake ind outflow areas. 7'he interrUI)tion of the IiLor@il drift and the natural deposition sand along the beach has accelerated erosion and flooding to the point where much of the sea.wall was unuseable by the mid 19701 S. The Park Commission initiated efforts to protect the seawall area and the main pavilion in 1977-78 using stone from the inner harbor breakwall that was to be discarded by the Army Corps of Engin- eers. The stone was placed to add height to the seawall in front of -2- the pavilion. However, the boat ramps and parking lot still were pounded by the high water of recent times and severe fall and spring storms from the north and northeast. The Ohio Department of Natural Resources allocated funds from the Waterway Safety Fund and the Wildlife Fund to pay for a recon- struction and shore protection project for the boat ramp. This would only cover approximately two-thirds of the project cost. The Park Commission allocated the matching portion from local township park levy funds. To these funds, $17,850 of CEIP funds were added to buy materials for the ramp and the protecting seawall. A breakdown of the engineers' estimated costs early in'1981 was as follows: Construction Cost (excluding fishing access) $517,360.00 Design Enpneering 19,950.00 Construction Engineering (maximum) 5,000.00 Total Cost (excluding fishing access) $542,310.00 Fishing Access Platforms 45,320.00 Total Project Cost $587,630.00 The 1981 revised engineers' estimate after minor changes was $562,680.50 for the entire project. At the same time funding arrangements and the engineering were being completed, the Park Commission had applied for Army Corps of Engineers' permits and an Ohio Department of Administrative Ser- vices lease-for submerged land under Lake Erie. Hearings and approvals for the project were finalized in the summer of 1981. An additional permit from ODNR was previously authorized in 1980. In July of 1980, the Park Commission accepted bids to construct the boat launching ramp project. Three contractors bid the following: -3- CONTRACTOR AMOUNT' Skidmore & Chah, Inc. $484,942.75 The Koski Construction Company $502,293.00 Delta Railroad Construction $575,907.00 Skidmore and Chah, Inc. was awarded the contract and began work the day after Labor Day.
