Li]43r-ry New York State Coastal Zone Management Program t'5N ACTIVITY NO. 2 - INFORL)ITION SOURCES AND REQUIRE'MENTS General Description In the second year, work will continue on the identification and assembly of the large amounts of data and information that have been developed on land uses, water bodies, and natural resources of New York State. Such information is available in many different agencies and in various forms and conditions. Some data is current; much will need to be up-dated. Maps exist at various scales and conditions of currency. Accordingly, the purposes of this program activity are to assess the availability and applicability of existing information, assemble critically needed information for the analysis of natural resources and the analysis of land and water uses, to assign responsibility for assembling the needed information, and to insure that the data collected from different sources is compatible in terms of its end use. TASK 2.1 STATEMENT OF TASK Review and Analysis of Information Sources and Needs Products Expected 1. Compile up-to-date information sources from state, regional and local participants; review existing bibliographies; develop a preliminary bibliography. DOS Progress 100% complete - Materials at the Department of State have been reviewed, collected and listed chronologically according to date of publication.*A second list has been compiled from DEC and other CZMP participants' bibliographies and organized according to their relationship to each of the OCZM threshold papers.* 2. Review and analyze statewide information needs. -2- DOS Progress 50% complete - The DOS has distributed the preliminary bibliography and the Coastal Zone Management Publications and Other Pertinent Information List to state and substate agencies involved or having interests in the NYS CZ'I Program. Recipients have been asked to identify areas of inadequate information sources. Prognosis When these responses are received, DOS will make a final determination as to information gaps and needs in order to develop a final bibliography. 3. Develop a final bibliography and summary report incorpora- ting findings resulting from this activity. DOS Progress Scheduled for last two months of program. Prognosis The responses from state and substate recipients and the two information lists will be integrated to form a compre- hensive bibliography. This bibliography will be updated every six months in order to incorporate the latest publi- cations. This bibliography will be distributed to all CZMI partici- pants, interested agencies and public libraries in the state's coastal counties. The final summary report will include findings on infor- mation source needs and gaps. -3- DEC Progress Not scheduled for months 1-9. Prognosis DEC will complete work by the end of the program year with compilation and cataloguing of sources used for their current CZM work projects. This will supplement a pre- liminary bibliography already submitted to DOS. PRELIMINARY BIBLIOGRAPHY * ~~~~~~~~~~~for THE NEW YORK STATE COASTAL ZONE MANAGEMENT PROGRAM The attached bibliography has been sent to state and substate agencies within New York State that are presently involved with the Coastal Zone Management Program. In addition, the bibliography will be sent to all public libraries within New York State's coastal counties. This bibliography will be updated every six months in order to in(Drporate new information, guidelines, techniques, and evaluative methods concerning the coastal zone. The Department of State will provide any in- terested agency or individual with a comprehensive list of sources for these publications. The Department of State is taking a dual approach in producing a final New York State Coastal Zone Management bibliography. The responsibility for Task 2.1 was contracted to the following first year state and substate participants: Chautauqua County Department of Planning, Columbia County Planning Board, Erie and Niagara Counties Regional Planning Board, Capital District Regional Planning Commission, the City of Troy Bureau of Planning and Community Development, and the Department of Environmental Conservation. In addition, several participants included bibliographies with their final first year reports. Only DEC was contracted to continue collection of infor- mation sources during the second year. Therefore, this report's main ob- jective is to organize the information received from the above participants into a bibliography of materials relating to New York State's Coastal Zone Program. The bibliography is organized by subject readings that are based on OCZM's threshold papers. The second approach being used to create a comprehensive bibliography of coastal zone materials is a continual compilation of information materials available at the Department of State. These materials are organized chrono- logically in a list that is updated monthly as reports and studies are received by the Department of State. The New York State bibliography on coastal zone management will be complete when this chronological list is integrated into the bibliographic system described below. This process will be completed by the end of the second year. The first subject heading of this bibliographic system includes all information on establishing coastal zone boundaries. The second heading, land and water uses, includes studies on natural resources and the impact of certain land and water uses on the coastal zone. The third category, geographic areas of particular concern, is divided into information covering natural GAPC's and covering man-made GAPC's. Public and governmental involvement, the fourth subject heading, is split into four subheadings: public participation, govern- mental participation, state programs, and local programs. State/Federal Inter- action and National Interests is the fifth category and is divided into three subheadings: interstate relationships, state-federal relationships, and federal programs and federal lands. This category might include information on the "208" planning program or plans prepared by federal agencies on federal lands or - 2 - * or facilities. Organizations is the sixth category and is directed at infor- mation on organizational structure proposed to implement the management of the coastal zone. Authorities, the last of the bibliographic subject headings, includes information on relevant constitutional provisions, legislation, amendments, regulations, or judicial decisions. In addition to collecting and categorizing this source materials, the Department of State will determine the extent to which information gaps exist. All those who receive this preliminary bibliography are asked to identify areas of inadequate information sources and provide sources to fill these gaps, if available. Once the responses to this survey are received, a final determination of coastal zone information gaps can be made and dealt with for the production of a comprehensive New York State Coastal Zone Bibliography.
