In conjunction with the Northwest Michigan Regional Planning and Development Commission and their Coastal Program, three (3) grants information workshops were held in northern Michigan. There were seventy-seven (77) people, mostly representing local units of government, which attended the workshops in Petoskey, Traverse City and Alpena. In addition, NEMCOG,staff made follow-up contacts with officials from 10 coastal communities. From this, there were seven local coastal projects discussed, but only five local units demonstrated enough interest to draft and submit proposals to the Coastal Program. Those communities included the Village of Mackinaw City, the City of Rogers City, the City of Alpena, the City of Alpena and Alcona Township. There was a sixth proposal submitted from the region, that being the Presque Isle County Historical Musesum, Inc. Those com- munities which showed an early interest in a coastal project but never sub- mitted a grant proposal were the City of Cheboygan (to engineer and build a board- walk in a coastal marsh) and Alpena Township (three separate projects). The City of Cheboygan project was never submitted due to lack of interest on the part of the City Manager and the three Alpena Township projects were rejected by the Township Board of Trustees because of the lack of necessary local match- ing funds. Three other communities which attended the workshops but never pro- posed a project were Beaugrand Township, Krakow Township and Presque Isle Town- ship. There was, however, some talk with Presque Isle Township about reviving an old grant proposal to employ a zoning administrator to enforce their ordinance. While the Planning Commission showed an interest, the Township Board would not su@port the project. NEMC1OG staff also reviewed twelve Action Measure Proposals with the Huron Pines Resource Conservation and Development Council which addressed problem areas within the Region's coastal boundary. However, none of the sponsors of these proposals (some of which were state agencies) expressed an interest in submitting their projects to the program for funding. A NORTHERN MICHIGAN COASTAL MANAGEMENT NEWSLETTER Volume 1: Number 1 November 1978 Introduction This is a first in a series of newsletters about northern Michigan's coastal re- sources and the people involved in their management. While the Michigan Department of Natural Resources, Land Resource Programs Division, is the primary agency responsi- ble for the Coastal Management Program, the ultimate management of these resources lie with the local officials, decision-makers and residents along the Great Lakes. The purpose of this newsletter is to provide these people with the information and guide- lines they need to make more responsible decisions. The Northwest Michigan Regional Planning and Development Commission (NWMRP&DQ and Northeast Michigan Council of Govern- ments (NEMCOG) are two regional planning agencies whose role it is to function as a liaison between local units and the DNR and to assist local officials in managing their coastal resources. The regions' activities are financially supported by the Coastal Management Program through the DNR. By coastal resources, we mean those facilities or natural resources which provide opportunities or present problems. Such things as access and recreation sites, sand dunes, wetlands, deep water ports, homes and businesses are all considered coastal resources. The first edition of "The Shorelander" focuses upon the various funding programs available for local units to help finance coastal projects and were the ones discussed in detail at the Coastal Management Workshops held in late November. The three primary funding programs discussed at the workshops and outlined here are the Coastal Manage- ment Program local grants, the Land and Water Conservation Fund, and the Michigan Land Trust Fund (Kammer Program). Coastal Management Program Through the Michigan Coastal. Management Program, local units can obtain coastal project grants for planning, engineering design, and low cost construction activities. These grants are made available to coastal communities on an 80% State/20% local funds basis, Examples of local projects which would be eligible for funding under this pro- gram would include: development of zoning techniques which assure the management and protection of sensitive environments such as wetlands and erosion and flood areas; feasibility studies for waterfront redevelopment, coastal recreation areas and public access sites; engineering designs for harbor improvements; and minor construction pro- Jects such as wood chip trails or boardwalks through natural areas, revegetation of dentided bluffs or dunes, and low cost historic preservation methods for lighthouses. j@,P@ Inventories, data collection, and major construction activities are generally not-eli- gible under this program. A JOINT PUBLICATION OF THE NORTHEAST MICHIGAN COUNCIL OF GOVERNMENTS AND THE NORTHWEST MICHIGAN REGIONAL PLANNING AND DEVELOPMENT COMMISSION 8 Land and Water Conservation Fund The Land and Water Conservation Fund Program, administered through the Michigan Department of Natural Resources, provides grants to local governments for the purpose of purchasing lands or developing facilities for outdoor recreation uses. These funds are made available on a 50% Federal/ 50% local match basis. The project eligibility requirements under this program are: each proposal must be sponsored by a local govern- ment unit; each proposal must relate to State and local outdoor recreation plans; and each project must have a minimum cost of $10,000. With these funds, local units may acquire new facilities, expand existing facilities, and/or acquire interest in lands for outdoor recreation uses. Ineligible proposals would be for.indoor recreation structures and facilities, historic preservation, and game refuges. Michigan Land Trust Fund With funds received by the State from oil and gas leasing on State lands, the Michigan Land Trust Fund (commonly referred to as the Kammer Fund) was established for the purpose of acquiring property for public recreation uses. Any citizen, organi- zation, or government unit may propose that a specific parcel of property be acquired and managed for recreational use by either the Department of Natural Resources or a local government unit. Several eligibility requirements have been established for th program. Examples include: the land provides potential for preserving or enhancing fragile resources that are vulnerable to exterior forces; the land has potential for preserving the habitat of endangered or threatened species of plants and animals; the land provides potential for hunting and/or fishing opportunities; and others. The break- down of the cost of a specific parcel between State and local governments is flexible and can range from total State purchase to some negotiated cost-sharing figures. Summary Additional sources of funds and assistance for local units are available through programs of the U.S. Army Corps of Engineers, the Upper Great Lakes Regional Commission, and the Waterways Division of the Michigan Department of Natural Resources. Funds are available for planning, engineering design, and feasibility studies, and minor construction projects. During the month of January, "Request for Proposals" will be sent to each eligible local unit in Northern Lower Michigan. For further information or assis- tance, please contact your Regional Coastal Zone Planner whose name, address, and phone number can be found at the end of this newsletter. Redevelopment of Petoskey Waterfront Proposed The City of Petoskey is applying for a local grant through the Coastal Management Program to redevelop and improve their waterfront, according to City Manager Dick Gorman. The shoreline area has suffered f "m unintentional neglect due to unplanned development and the construction of US-31/131 along Little Traverse Bay. Erosion, limited pedestrian access, vehicle over- crowding, and aesthetic blight are some of the problems facing Petoskey's waterfront. Ron Parker, Assistant to the City Manager, says the City is pro- posing to construct two wooden stairways down a steep bluff to increase pedestrian access, to grade and seed certain areas to prevent erosion and improve the shoreline's visual quality, and to implement measures to create additional parking and control vehicle traffic. This proposal represents the first phase of a plan to develop the City's waterfront and adjacent Bear River properties for recreational purposes. Recreation Plan for Mackinaw City The Village of Mackinaw City has applied for funds through the Michigan Coastal Management Program to develop a lakefront recreational strategy for the community's shoreline. According to Ron Wallin, Village President, the Village owns numerous street end properties which abut the water but have yet to be developed. When properly designed and coordinated with each other, these parcels would offer many recreational opportunities for the thousands of tourists which visit the town each summer. Most of these street ends also offer excellent views of the Mackinaw Bridge and Mackinac Island. The pro- posal calls for a walkway to connect the sites and for some small construction of split-rail fencing and grass seeding in certain areas. Fred Scott, Chairman of the Mackinaw City Village Planning Commission, feels the sites would do much to alleviate some of the pedestrian and auto- mobile traffic problems in the downtowD area as well. A JOINT PUBLICATION OF THE NORTHEAST MICHIGAN COUNCIL OF GOVERNMENTS AND THE NORTHWEST MICHIGAN REGIONAL PLANNING AND DEVELOPMENT COMMISSION 10 Rogers City Preparing Grant Proposal Rogers City Manager, Charles McKee, has begun work on a grant proposal for that community to develop a comprehensive recreation plan for the city- owned Lake Huron shoreline. Rogers City owns most of the waterfront pro- perty within the city limits and has worked on small scale plans for some of the parcels, but lacks an overall strategy to develop the property to best suit the recreational needs of the residents and tourists. Some thought has also been given to coordinating t he sites with the City's down- town Nautical Theme which was developed a couple of years ago. This would include use of the land during the Nautical Festival which is held annually in Rogers City during the summer. Mr. McKee is also seeking support from the Presque Isle County Planning Commission, NEMCOG, and the Huron Pines Resource Conservation and Develop- ment Council to document county and region-wide significance as to the importance of the project. The project, once implemented, would have signi- ficant economic benefits for the community and surrounding areas. Cross Village Harbor Study Begins Under the Harbor Act of 1966, the U.S. Army Corps of Engineers was recently authorized to begin advanced engineering and design studies for a Harbor of Refuge at Cross Village in Emmet County. Included in the study will be: the economic justification for the project, the engineering, environ- mental and social feasibility and acceptability of the project, and consid- eration of design alternatives. The Corps has stressed that public input is essential so that citizens' views can be taken into account early in the study. On December 6, 1978, a public workshop was held by the Corps at Cross Village to solicit local comments on the harbor project. The $16,000 grant will be used to grade and seed portions of the-VAterfront property to control runoff and erosion problems, and to construct two wood6n.-,stairways down the steep bluff which separates the City's residential business districts from the waterfront. According to Ron Parker, Assistant to the City Mana- ger, the project will be completed by late summer. Mackinaw City Receives Coastal Grant The President of the Village of Mackinaw City, Ron Wallin, has recently received a letter from Michigan's Coastal Management Program informing him that his community was awarded a grant. The grant will be in the neighborhood of $13,000 with an addi- tional $3,000 local match from the Village, bringing a total project cost of approxi- mately $16,000. The grant will be used to finance a lakefront recreation plan and feasibility study for the Village"s east side (Lake Huron) coastline. The study will mainly address itself to six village-owned lots on the shore in terms of developing them for recreational purposes. The plan will also investigate the lakeshore street traffic flow problem and develop alternative traffic flow patterns. In addition to the plan, some funds will be used to prepare engineering drawings for conversion of the old wastewater treatment building into public restroom facilities. It is expected that this grant will result in a significant contribution to the community's economy. Beaver Island Lighthouse Project Continues Last summer, the Charlevoix Public Schools received a special grant under the Michiga n Coastal Management Program to begin restoring the exterior of the Beaver Island Lighthouse on Beaver Island. The school system received custody of the light- house from the Federal government with the stipulation that the property be used,for educational purposes. The Coastal Management Program recently approved another grant for continuation of the lighthouse project. Dan Kaczynski, Director of Environmental Education, says that the $17,000 grant will be used to continue the restoration of- historic structures on the property and to begin developing a trail system for en- vironmental education purposes on adjacent State forest lands. Rockport Study Begins NEMCCIG's Coastal Planner Lew Steinbrecher has begun a feasibi lity study of the JOINT PURLICATION OF THE NORTHEAST MICHIGAN COUNCIL OF GOVERNMENTS AND THE NORTHWEST MICHIGAN REGIONAL PLANNING AND DEVELOPMENT COMMISSION 12 Rockport Sinkholes. The study will review past activities of the area and investi- gate alternatives for future development/non-development uses. The area is part of a 3,600 acre tract of land on the Lake Huron coast, north of Alpena, owned by Consumers Power Company. The site is,one of several locations within the State of Michigan being considered by the Utility for construction of a possible electrical generating plant. Consumers Power officials have not announced any definite plans for Rockport as of yet. Review of Northeast Michigan Grant Proposals A review of local project proposals from the Northeast Michigan Region shows a strong interest for lakefront recreation projects. Included-in this year's sub- mittals are: A comprehensive lakefront recreation plan for the City of Rogers City, a riverbank park design for the City of Alpena near the mouth of the Thunder Bay Riv-,e,r; and proposed construction of a beach house at the mouth of the Black River for'.Alcona Township. Proj&t Prop2sals Roll In From Northwest Region About 20 coastal project proposals from the Northwest Region are expected to be submitted to the Michigan Coastal Management Program this year. Every coastal county in the Northwest Region has at least one community participating in the local grant program. Prospects for funding of these projects looks very good due to the fact that very few projects were funded in this Region last year. Examples of the local projects include: Marina-related proposals for Suttons Bay, Traverse City, Elk Rapids, and East Jordan; and park and recreation related proposals for Filer Township (Manistee County), Frankfort, Traverse City area, Norwood Township (.Charle- voix County)., Boyne City, Petoskey and Emmet County. In Emmet County, the City of Petoskey has submitted two projects, one is construction of stairwells and landscaping of specific areas on the waterfront, the other is an application for financial assistance in developing a long-range waterfront plan for the City's water- front. Also, Emmet County has applied for funding assistance to prepare an engineering feasibility study for a bicycle path around Little Traverse Bay. In Charlevoix County, Northwood Township, has,apolidd:for assistance to'hire a private consultant firm which will work with the Township in preparing a site analysis and feasibility study of the Township park, The Beaver Head Lighthouse Project on Beaver Island is applying for assistance to continue restoration on this project. The City of East Jordan is applying for assistance to improve their waterfront on the south arm of Lake Charlevoix. The Village of Elk Rapids is hoping to obtain money for preliminary engineering designs for the proposed expansion of their public marina. The Traverse Bay Area Planning Commission has applied for numerous coastal projects for both east and west Grand Traverse Bays. The City of Frankfort, in Benzie County, is applying for assistance for the res- toration of the Mineral Springs Fountain. This is part of the Mineral. Springs Park Project which consists of expansion of the present park and the upgrading and expansion of the City Marina. Sutton's Bay, in Leelanau County, is applying for assistance for Marina development plans. Filer Township, in Manistee County, is applying for funds to develop a road-end park to provide badly needed public access to Lake Michigan. The enthusiastic involvement of local units of government in the Michigan Coastal Management Program grant process is encouraging. There has been some requests by these applicants as to when they will be notified of a grant award for their specific projects. The timetable for the State's Coastal Management Program grant process for 1979 appears on the back page of this newsletter. Mackinaw City's Coastal Program Mackinaw City has become the most active community in the northeast Region in terms of coastal planning efforts. Village officials recently signed a contract with Land Planning and Design Associates from East Lansing to conduct a study with a Hernative site designs for five village owned lakefront lots of the east side of town between Fort Michilimackinac and the marina. Ron Wallin, Village President, has also applied to the Land and Water Conservation Fund to assist in the financing of a new public restroom facility to be constructed on one of these lots, known as the water tower property. The Mackinaw City Recreation Committee, in conjunction with the Village Planning Com- mission, have recently completed and adopted the Mackinaw City Recreation Master Plan. This Plan focuses upon improvements to all village owned lakefront lots. The Village is also looking at some planning and site design of the two public bathing beaches west of town on Lake Michigan. Mackinaw City appears to have become involved in a total and comprehensive lakefront planning program. These grants will enable both agencies to maintain staff to assist all coastal communities in northern lower Michigan. As in past years, regional coastal planners will be available to assist local units of government in dealing with coastal issues and in applying for grants under the State's Coastal Program. Funds may also be used to continue the publication of this newsletter, the SHORELANDER. NEMCOG's Coastal Planner Attends Great Lakes Mappin& Workshop Lew Steinbrecher, Coastal Program Manager for the Northeast Michigan Council of Governments recently attended a two-day work session in Ann Arbor regarding mapping needs and products in coastal decision-making. The purpose of the workshop, which was hosted by the Great Lakes Basin Commission and the Great Lakes Information Center was to assist Federal, State, regional and lo,-!! officials for acquiring, developing, and using cartographic information for coastai --cision-making. Representatives from Federal agencies su,:@h as the U.S. Geological Survey, National Ocean Survey (NOAA) and the Federal Office of Coastal Zone Management were on hand to discuss their past, present and future mapping products. One particular mapping program currently underway is the Topographic - Bathymetric Orthophotomap series being completed at the Federal level. There has not been any land in the Great Lakes Region to date under this program, but efforts are scheduled to begin sometime in 1980, should its budget be approved. Another U.S. Geological Survey project which will make good cartographic infor- mation available to local units of government is the Land Use and Land Cover Mapping Program. Using existing topographic maps and data from the 1980 Census, the maps produced are expected to be 90% accurate. Maps for northern Michigan, however, will not be available for some time. Still another valuable cartographic tool being produced and available for some northern Michigan communities is the National Wetlands Inventory being completed by the U.S. Fish and Wildlife Service. These maps are quite detailed and v ery accurate, depicting wetland areas as small as 3 to 5 acres in size. CHEBOYGAN DAILY TRIBUNE September 14, 1979 SUPPORT FOR MARINA BOOSTED AT BANQUET State and federal interest and cooperation were assured for a county-city movement to build a marina in Cheboygan, at a baquet Thursday night in the K of C Hall atted by 428 people The County Commission Tuesday adopted a resolution asking the Michigan Waterways Commission for a grant to help in constructing a $1.7 million marina for 78 recreational boasts. The marina, would adjoin the county boat launching ramp on the Cheboygan river Director Keith E Wilson of the of the Michigan Waterways Commission was the principal speaker at the banquet, which was hosted by the CIty Council to promote the marina Members of the County Commission and Michigan Waterways Commission were honored guests. Assurances of interest and support were give by promment speakers. On the program were Congressman Bob Davis of Gaylord. State Senator Mitch Irwin of the Soo, State Rep. Neve Andrews of Wolverine. Harry Whitely of the Michigan Naturla Resoruce Commision ,and others. which it anticipates, the Michigan Waterways Commission will have $4 million to allot for harbors next year, Mr. Wilson said. It is very hard for any one community to get a grant due to the limited budget, Mr. Wilson pointed out. "We are reponsive to the squeky wheel". He said he was ipressed by the enthusieetic attendance, "the best I have seen in some time." Among those present was Charles Boyer of Manistee, a member of the State Waterways Commission. Wilson said he is sure Boyer will remember the meeting when a request to help Cheboygan comes before the Commission. The Natural Resources Commission has to approve the Waterways Commission program, and Harold Whitely of Rogers City, a member of the Commission, was there too. The Michigan Waterways Commission will award grants next spring. "I am hopeful", said Wilson, "that you will prevail". He declared a lot of boats go by Cheboygan yearly because this city does not have proper facilities. Congressman Davis promised, "all of us will be diligent to work on your behalf on the harbor and your other projects. "I am sure Keith Wilson and tehWaterways Commission and Legislature will work on the project". Harold Whitely told experience of Rogers City, which he said has one of the best harbors on the Great Lakes. Their movement started out in a samll way. He said it look a lot of pushing. "You have to keep working on it. Get the peopl involved. "I feel quite confident you are going to have it". Representive Andrews declared "We are there to assist Cheboygan for what Cheboygan wants to do for itself. I know the enthusiasm is here." Senator Andrews pledged to work closely with Cheboygan, He said," I pledge my full commitment to work in cooperation with you." Saying it will take state and federal money, Irwin said, "I pledge to work with you so that we get our fair share of the pie, and it will not be in 1990 but much sooner." Mayor Paul Lavignan welcomed the large asseblage declaring "It is wonderful to see you all here". The program opened with invocation by Fater Francis Partridge, of St. Mary's Church. It closed with benediction by Rev. Ralph Barteld, of St. Paul's United Methodist Church, who is president of the Cheboygan MInisterial Association. The two clergymen sat together at tabele. The toastmaster was Marvin Shebel, one of the most enjoyable emcees in the area. He kepth the crowd in laughter by his wit. One speaker called it "The Marvin Shebel Show". It passed unnoticed that this was Mr. Shebels birthday. Among those he called on for short talks were City Manager Charles McKee of Rogers City and Reverend Barteld. The pastor told of the Straits Area Resort Ministry objective of establishing a youth center. Mr. Shebel also introduced various other honored guests President Ronald Wallin represented Mackinaw City. All seven members of the City Council which hosted the banquet were present Mr. Shebel introduced Mayor Lavigne and Councilman Jeff Hanson, Ed Sateratted, Russell Humphrey, Charles Krawczewski, Richard Bods, and Louis LeBlanc. Members of the County Commissions, project sponsers, were special guests, and 11 of the 18 members were present. Mr. Shebel introduced them : Jack Van Sickle, Mike Baier, Clinton Chimner, Peewee Kwiatkowski, Bert Vizina, Roy Vincent, Robert Greenwood, Sr., Robert Greenwood, Jr., Clayton Cannis, George Jury and Ralph Hemmer. Roy Vincent was spokesman for the Commission. He explained in his short talk that Chairman Tom Martin adn Vice Chairman Fred Bourdeau were unable to be present. Mr. Shebel gave credit to Jim Muschell, the project engineer, who he said has been working for 10 years on the project to get a marina for CHeboygan. The banquet was coodinated by City Manager Rush Cattail. He deserved much credit for hi great job in orgainzing and promoting the banquet and developing the city-county moverpent for united support for the marina facility. Congressman Davis made a special trip from Washington to be present. He flew from Washington to Detroit in commercial planes, and then charterd a plane which flew him to the Cheboygan airport. Police escorted him from there to the meeting. He arrived a little late because of foggy weather, which delayed the flight. He gave a most interesting talk on what is happening in Washington. Issues which he discussed were the windfall profits tax on all producers, gasoline rationing, developmnet of alternative energy sources, plans for a mobilisation board to cut red tape in constrution, improving national defense, draft registration, governmetnal help for Chrysler Corporation, and fightingin inflation. He concluded,"Any time I can be of assistance on this project or any project, I will be very glad to". 21 CHEBOYGAN DAILY TRIBUNE September 14, 1979 COUNTY RESOLUTION ASKING AID FOR MARINA RESOLUTION A resolution was adopted by County Commission Tuesday asking a grant form the Michigan Waterways Commission to help build a $1,700,000 marina in Cheboygan with docks for 78 boats. The resolution said: WHEREAS, the County of Cheboygan has purchased property on teh Cheboygan River for the development of boat lauching and docking facilities to accommodate recreational watercraft; and WHEREAS, the County of Cheboygan has been able to secure funds and to complete development of the boat launching facilities but has not been able to develop the docking facilities, and WHEREAS, Completion of the docking facilities would provide both transient and seasonal boatwells that are presently in short supply in the Cheboygan area, and WHEREAS, Constrution of the docking facilities would provide a tourist attraction to the area presently not available and would also accommodate additonal local boatmen: and WHEREAS, The state of Michigna, action through its Michigan State Waterways Commission, has a program providing grants to local units of government for the construction of recreational boating facilities; and WHEREAS, the County, is cooperation with the Waterways Commission, has completed an engineering study indicating the design and feasibility of constructing a marina to accommodate 78 recreational watercraft at a totals estimated cost of $1,700,000. NOW, THEREFORE BE IT RESOLVED, the Board of Commissioners, Cheboygan County, does hereby request the Michigan State Waterways Commission to participate with the County in the constrution of the subject recreational boating facilities and to assist the County in securing available Federal funds for this project, and BE IT FURTHER RESOLVED, the Chairman of the Board of Commissioners Cheboygan County, be and he is authorized and instructed on behalf of the Board to transit a certified copy of this Resolution to the Water way Commission as the official request of the County for financial assistance for the construction of the subject facilities. NAYS: None ABSENT: None Said motion carried. 22 THE ALPENA NEWS Septermber 9, 1979 Grass Island has been preserved through community contributions NATURE association ensures preservation of Grass Island The Michigan Nature Association has received the final payment of a grant from the Alpena Area Community Foundation towards the purchase of Grass Island.] Grass Island is an approximately 3 1/4-acre island located in Thunder Bay, one-half mile off-shore from Alpena. This wooded island is the pesting many of birds, including the black-crowned nigh baron, which has the status of "rare" bird species in Michigan. Other birds which nest on the Island include the barring gull, the common , the yellow warbler, the eastern kingbird, the spotted sandpiper and the killdeer. When the island was put on the real estate market in 1977 Alpena's Besser Foundation and the Alpens Area Community Foundation recognised the desirability of keeping Grass Island undeveloped. The foundations contacted the Michigan Nature Association, which had already established three other nature sanctuaries in the Alpena area. Mutual funding towards the purchase of the island was agreed upon, with each foundation making a grant to the association of one-third of the purchase prise. The Thunder Bay Audubon Society, a long-time organization member of the association, the conducted a fund raising campaign in the area to raise the final one-third, plus all expesses. The citizens of the area responded and the "Save Grass Island" committee was successful in reaching its goals through mailings, the sale of "Save Grass Island" T-shirts, and garage sales. Association board member and former president Richard W. Heizman , "The successful exteame of this project was possible because of the wonderful support from the entire Alpena area, its businesses, and especially its foundation. The associtation is grateful for this support and hopes that it might be the for other communities." THE ALPENA NEWS August 31, 1979 Black River harbor project backlogged for federal funding By Pete Karoly BLACK RIVER - After reviewing information garnered at several public meetings, the U.S. Congress and Army Corps of Engineers have decided to continse plans for a harbor at Black River. The Corps of Engineers said, based on the interest and support shown at the public meetings and on the endorsement of the Water ways Division of the Michigan Department of Natural Resources, the Black River Harbor project would not be recommended for deauthorisation of funding and will remain on the backing list of projects awaiting future federal funding. The harbor project, on the books since 1970, was in danger of losing the chance for federal funding. If no funding has been provided for eight years after a project is proposed, the project is reviewed for deauthorization. The Black River Harbor project has never received federal funding. The harbor committee met in a board session Wednesday and discussed plans for the project. The board talked of writing congressmen and representatives to see when money will become available and how much will be provided. The harbor project has met with opposition from some residents of the Black River area who fear that a large harbor will bring in an unwanted number of tourists. The original plan devised in 1970 by the Corps of Engineers called for construction of serveral breakwater walls and walkways over 500 feet long. An alternate plan that has met with some approval calls for construction of a harbor within the river, extending piers from the river mouth to the 10-foot depth coutour of Lake Huron Such a harbor, it is argued, would serve the needs of the residents and not be large enough to attract undesirable amounts of people. The Corps of Engineers said objections is the harbor were recognized by the Corps and would be taken into consideration when preparing future budget recommendations. Omer LaVergne, president of the Black River Harbor Committee, said the Corps of Engineers had submitted a number of plans for smaller harbors that could be built at Black River. He said plans for a harbor would be submitted to the public for approval before any money is appropriated for building. The Black River Harbor Committee has scheduled another meeting Sept. 29 at the Aleona Township Hall to discuss procedure to be taken to obtain the funding. 24 PRESQUE ISLE ADVANCE August 23, 1979 Year of the coast movement In 1980 In order to focus public attention on the value of the coast, and the dangers that threaten and degrade its vitality. 1980 has been designated "Year of the Coast," according to the Coast Alliance. The Coast Alliance, the national coordinator for this effort, is a coalition formed by representatives of environmental organizations, labor unions, commercial and sport fishermen, urban groups and others interested in the health of out shores. During 1980, with the support of thousands of concerned citizens, a huge and widespread national campaign will occur. Communities and groups will sponsor activities such as tours, slide shows, waterfront festivals, poster contests, and beach walks. Annual communuity events along the coast and in harbors, such as fleet christenings and seafood festivals, will be made a part of the Year of the Coast campaign in order to call public attention to the need for prompt action on behalf of coastal resources. Year of the Coast will educate millions of Americans to the importance of protecting, preserving and restoring our coast. "We cannot survive without a functioning coast," declared William Painter, executive director of the Coast Alliance. "Americans are caretakers of 100,000 miles of beaches, bays, estuaries and wetlands, including fisheries and wildlife habitat that constitute a resource of enormous economic value. In addition to the tourism that occurs along the coast, people use the coast for recreation and sport, and whole communities depend on it for their livelihood." "More than 260,000 Americans are employed in the fishing industry." Painter continued. "In 1978, commercial fishermen landed a record six billion pounds of seafood wiht a retail value of $5.9 billion. This industry is dependent upon the continued vitality of our coast. Two-thirds of the species that make up more than 90% of the total United States seafood catch depend upon the estuaries wholly or in part for their survival." Three periods are being suggested for peak levels of activities and publicity: May 9-11. Spring and the Coast: August 2-9. Coast Week; and October 3-5, Autumn on the Coast. Year of the Coast will serve to dramatically demonstrate widespread support for the protection and enhancement of the coast." 25 THE NORTH WOODS CALL August 8, 1979 Rockport sinkholes may survive Consumers Power Co. is working on a plan to help Alpens area conservationists preserve Michigan's only remaining sinkholes that have not been mutilated by man. The unique sinkholes, found only in northeastern Lower Michigan, are on Consumers land at Rockport, about ten miles north of Alpens, on Lake Huron. There are eight large sinkholes and several smaller ones on the 765-acre tract that conservationists hope to protect. Alpena naturalist and North Woods Call columnist O.B. Eustis told the Natural Resources Commission last month that an attempt is being made to lease the land from Consumers. The utility earlier rejected a proposal that it sell the land, which is part of a 3,500-acre tract it purchased as a potential power plant site. Consumers' northern Michigan supervisor Dick Dahiquist says the company enthusiastically supports the goal of preserving the sinkholes and is seeking a method, lease or otherwise, to allow Eustis' group to establish a nature center. The sinkholes, Dahiquist adds, are a rare and important natural feature that should be protected. Consumers, he said, "recognize their value and is sympathetic with perserving them." Company attorneys aer exploring methods by which the 600 to 800 acres can be turned over to the group, or the Dept. of Natural Resources, for protection and nature interpretation. This, he explains, must be done in a manner that will not jeopardise construction and operation of a power plant on the lake shore at Rockport, about a mile south of the sinkholes. Eustis is convinces that the nature center is compatible with a power plant operation. He says it would add value to the nature interpretation program to be able to show people that a generating plant and nature can make good neighbors. "And," he adds, "it would be a good public relations for Consumers." Consumers has not decided if it will use the old quarry land for plant. The land was purchased because it offers a deep water harbor on Lake Huron, for ships carrying coal or other fuels. The land sought by Euptis and his group will not be needed if a plant is built, Dehiqueit says. Other sinkholes in northeastern Michigan have been spoiled by dumping "voluminous amongs of trash in them," naturalist Jim Bulls points out. This trash ranges from garbage, machinery and dead trees to dead cows. The sinkholds on the Consumers property are the largest consentration in single ownership and the only ones that remain in their natural condition. "One of these sinks contains a lake of about one acre, the same level as Lake Huron. It is thought that they are connected by an underground stream that bubbles up in some underwater sinkholes in Elcajon Bay of Lake Huron," Bull says. The sinks were formed when underground limestone caverns caved in. Taking this to be a sign that the harbor is no longer needed or desired, the Corps of Engineers has given the people of Alcona County until the end of April to provide input concerning the con- struction of a harbor. If there is no input, the project will be deauthorized and lose the chance for federal and state funds. " We should push for the type of harbor we want before we have to take something we dont wont." " The Corps of Engineers has looked at tow or three other plans for a smaller harbor and said they look feasible," Le Vergne said. "Anytgubg that is chosen will be submitted to the public for approval before any money is apprpriated. We are going to have the first choice of the type of plan used." "The main thing to do if you want a harbor is to push for reauthorization of the 1970 plan," Alley emphaisised. " Once the project is authorized again, then we will work for the type of harbor that you want." ALCONA COUNTY HERALD By Ellen Harrison April 19, 1979 Harrisville Harbor is going to have a dramatic facelift over the next few years through the courtesy of the Army Corps of Engineers and the. Department of Natural Resources. Under their plans the existing breakwaters will be extended at all points and bridged at main St. to enable a railed walkway to be built on Its length; the dock will be almost tripled and moor an ad- ditional 88 watercraft, and water - front property, which has already been purchased by the D. N. R will be cleared for 300 car parking and an additional boat ramp. The beach erosion and silt build up in the harbor will be con- trolled through this plan.- According to the Army Corps of Engineers the design of the break- water caused the drastic beach ero south of the harbor. This has caused a largo send bar near Dock St. and a total lack of sand near Main St. Projections state that if this blockage is not can- trolled the sandless beach with, extend to the State Park within ten years. Hope- fully this will end the devistating erosion and reverse the drop in the beach rebuilding project. Constant harbor dredging has plagued Harrisville, the planned breakwater modification will reportedly stabilites the lake bottom. The main outside breakwater will be extended on its present northeast plane and then book togward the shore while the small isolated interior breakwater will be extended inland to the beach and out to within 100 feet of the outer wall. In effect, the six movement will be stopped because it cannot turn the "Corner" that will be created. When these modifications have been made and the harbor stabilized the D.N.R. will begin the dock expansion program. The docks proposed south arm will house 38 slips not crafts up to 38 feet long and 80 slips for crafts up to 42 feet long. The north arm, which will be shorter and "t" shaped wfil moor 10 crafts up to 48 feet long and 26 up to 00 feet long. This docks east end will house the Harbor Masters office, gas, sewage and diesel pumps. This summer the D.N.R. will begin the establishment of the parking and boat ramp faclities at the former Sterling property the house will be reveled, the fence extended and is temporary boat ramp installed. Eventually it is proposed that 300 car parking and an additional permanent launching area will be built. This project which wil take millions of dollars and possibly four years to complete is being done without any county fund expeditures. The money, federal funds chinneled into and administered by the Michigan Department of Natural Resources, will be supplied on an 80-20 basis, with 80 percent coming from the DNR and 20 percent supplied by NEMCOG. It has probably gone up since then, but the money is not the question. The question is how high on the priority kist for the state is the Black River project." The main reason for not wanting a harbor seemed to be the question of how it would policed to keep order around the harbor and prevent any damage to private property.DNR Distric Waterways Supervison Richard Neilitz said that it all depended on the individual situation, local government could supervise the area or the DNR could do both I think that problems that would arise now are the result of the area not being developed and having supervision,"he said.At any rate, the harbor project has been on the books for many years, being authorized by Congress in 1970. Staff support of the NEMCOG Natural Resources Advisory Committee was maintained during the year. This committee serves as a sounding board and clearing- house for natural resource matters, including coastal management activities. NEMCOG staff also sponsored an application to the Michigan Land Trust Fund Board for the acquisition of,the El Cajon Bay Sinkholes and Property, a high regional Area of Particular Concern. Support from numerous groups, agencies, Individuals, and politicians for the proposal was also secured. A study of management alternatives for the Rockport Sinkholes was also conducted by NEMCOG during the year. This study was financed by Michigan's Coastal Program and has been submitted to the Department of Natural Resources, Land Resource Programs Division, along with this re- port under separate cover. A proposal was drafted and submitted to the Coastal Energy Impact Program to study the social, economic and environmental impacts of power plant construction at the Rockport property but the grant was denied.
