NATORAL' R'ESOUIRCES GOAL I: Protect and Enhance Natural Resources in the Coastal Zone. OBJECTIVES 4 Develop a natural resource protection component within management plans for City parks and other city-owned land to promote their use as critical habitat for native and migratory bird species, for ' ,indigenous plant and animal species, and as major recreational/open space areas. Prohibit uses which will have adverse impacts on natural coastal resources, or are inconsistent with the coastal resources policies of the Connecticut Coastal Management kct. GOAL II: Protect and Improve the Quality of Coastal Waters. OBJECTIVES 4: Develop better coordination between faderals state and.local 101 authorities..for the zou@toring aud.enforcement of existing laws and regulations. OBJECTIVE 7: Identify near-shore areas whose management can protect or improve water quality. Pursue appropriate management of these areas through acquisition, easements, zoning tools and site plan review. B. ECONOMIC DEVELOPMENT IN THE COASTAL ZONE: COASTAL INDUSTRY, PORT ACTIVITIES, WATER RELATED COKMRCIAL GOAL 1: Support Water-lependent Comiercial and Indus-trial Uses within the Coastal Zone and Encourage new Water-dependent Uses while Protecting Natural Re- sources and Improving Public Access. OBACTIVE 2: Develop public access and interpretive tools such as interpretative signs and self-quiding tours to heighten public awareness of water- front activities and natural processes. GOAL II: StreuEthen Bridgeport's Expanding Role as a Regional Port. OBJECTIVE 7: mphasize Bridgeport's martime role and history by encouraging tourism through the development of a tourist attraction at the Union Dock Area, such as a boat tour/passenger ferry to Pleasure Beach or a permanent museum exhibit such as'a historical boat. Simon Lake's contribution to naval technology as,the inventor of the submarine might be the theme of such an exhibit using a surplus vessel as an annex to the Museum of Arts, Science and Industry. GOAL III:Re-examine City-owned Waterfront and Coastal Properties and Identify Potential for more Effective Uses OBJECTIVE 1; Expand the tax base and develop private sector participation in the improvement of publicly owned Land if natural resources and public access are not jeopardized. Develop interpretive information relative to the history and structural design of the City's many bridges. Explore the potential for converting bridges into bridge parks if and when the use of the bridge is no longer needed. GOAL II: Improve Access to Existing City Parks; Develop Better Linkages Between the parks and other Areas. OBJECTIVES 1: Improve and stenghten the circulation patterns and access to water- front parks from highways and major arterials. 2: Explore the possibility of linking Pleasure Beach to Union Dock and Seaside Park with a passenger, ferry/lauch. 3: Improve the access to Pleasure Beach by improving Seaview Avenue or by developing an alternative route. 4: Maximize the potential for using mass transit to increase access to the City's waterfront parks. 5: Study the potential for the development of bikeways in existing and future park areas. Develop bikeway systems that are water enhanced and interconnect waterfront areas. (Potential of a bikeway in future linear park along Gilman Street). GOAL III: Develop a Comprehensive Parks and Open Space Master Plan to Better Utilize Parks and Other City-owned Property. OBJECTIVES 1: Support the special study now underway on the rehabilitation of Pleasure Beach, encouraging a broad base of ideas and support; recog- nize the special character and settin of the area and its value as a recreational resource for a densely populated urban area. Consider private participation in the revitalization of this are as a tool for securing necessary park improvements so long as they protect access and enhance open space resources. 5: Explore options which encourage private sector participation in the management of municipal parks. This summary consists of long range goals and short. term objectives, as well as proposals. Time frames, approximate costs, and funding sources are also indicated. Each goal, objective, recommendation, and time schedule is subject to adjustment depending on the' status of the variables at the time of implementation. The outcome of this approach is a realistic and attainable action plan based on the trends, conditions, deficiencies, and Opportunities identified in the data collection support document, the draft.Maste-- Plan of Parks. OVERVEEW: Bridgeport has 1,374 acres of parkland. The 48 parks in the- city very in size and in the different functions which they serve. In order to present a clear picture of the current park system, the parkland has been categorized into the foIlowing types: CD Community 2. Neighborhood 3. Undeveloped 4. Passive/Landscape 5. Specials Use 6. Play grounds. Although size is often the criteria used to determine which category a park falls into, this report takes into consideration multiple factors, such as accessibility, variety of activities offered, condition of facilities, locationsz, density of population, and overall use patterns. By using a more complete approach in evaluating the actual system, it is hoped that an accurate and meaningful account will be produced. @-unity "6o @- m;u;n park refers to that land which services the entire city as well as Com it@y c Strad people from outside the city limits. This type of park offers a wide variety of recreational opportunities on a year round basis. Bridgeport has tfi@ee co'mm"Uimity parks - Seaside Park, Beardsley Park, and Pleasure Beach. There are 14 neighborhood parks in Bridgeport. "Heighborhoodu @ark refers to parkland which is accessible on people who live in the immediate neighborhoods and those bordering nearby. This type of park offers more than one recreational opportunity for users to choose from. The neighborhood parks are Beachwo@d, Ellsworth, Glenwood, Johnson Oak Park, Lafayette, Longfellow, Newfield/Jessop, Success, Puglic, Upchurch,- Washington, Waterview, Went Field and Westside. POLICY 2: The city should provide a diversity of facilities/programs throughout the city, such that a larger portion of the city's population will be served. They are the short and middle range actins necessary to carry out the goals and objectives stated previously. A description of each project follows, as well as a table listing each project's cost estimate (1985 dollars), approximate time schedule, and potential funding source(s). This sets the framework for implementing the action plan. GOAL 1: EQUALITY OF OPPORTUNITY To provide a balance distribution of park and recreational opportunities that are available to all residents regardless of age, sex, race, income, religion, education, housing or ability. OBJECTIVES: 1.1 To increase the number of multipurpose/recreational centers throughout the city. 1.2 To provide recreational programs for all age groups with a special emphasis on programs for adults. 1.3 To expand the number of recreational programs offered for women. 1.4 To organize activities and provide facilities for the handicapped population to participate in and use. 1.5 To develop innovative programs which are oriented towards the various ethnic groups in the city. 1.6 To provide daytime programs for those who work in the evening or are dependent on public transportation system. 1.7 To provide small neighborhood parks in areas that have no public open space designated for park use. 1.8 To provide safe, accessible, attractive and durable play areas in densely populated areas. GOAL 2: ACCESSIBILITY To make all parks and recreational facilities accessible to the public regardless of disability. OBJECTIVES: 2.1 To rehabilitate all park rest room facilities and building entrances to allow access for the handicapped. 2.2 To build accessible rest room facilities at the Beardsley Park Zoological Gardens. Beardsley Zoological Gardens Rest Rooms Beardsley Zoo is the only major zoo in the State of Connecticut and has a high visitation rate by school children on class trips, field outings for scouts and non-profit agencies, and the general public. Unfortunately, the rest room facilities at the zoo are less than adequate and entirely inaccessible to the handicapped. Recently a survey was conducted at the zoo to determine the satisfaction/dissatisfaction of the visitors. The results clearly show that the number one complaint was the rest room facilities, which cannot handle crowds or the disabled. The project will provide additional facilities that are modern, vandal proof, easy to maintain, attractive and, above all, accessible. 2.3 To develop a "touch and smell" garden in the Beardsley Botanical Gardens. Beardsley Park Touch and Smell Gardens The Beardsley Park Botanical Gardens are located in the northeastern section of the city. The gardens are comprised of two large greenhouses and several outdoor display areas adjacent to the main house. During the year, the greenhouse staff conducts several flower programs, including an Easter Show, a mums exhibit and a Christmas program for the homebound elderly and institutionalized residents of the city. The greenhouse is open to visitors year round and the admission is free. The Department would like to create a touch and smell garden area in the greenhouse which would be accessible to all people as well as an outdoor garden that is open to all. This project will greatly enhance the exisiting operation and expand the range of flowers available for display. The Department is attempting to fuse several sources of funds for the program. Hopefully; private donations, Community Development Grant funds, fund raising drives at the gardens, and city funds will be gathered for the project. 2.4. To establish a pattern of sidewalks w1fich will allow access to all zoo ediibits. Beardslev Park-Road and Bri&e Reoair Beardsley Park has valuable resources that cannot be found in any other park in the citn yet a portion of the park has been restricted from use -due to severe *damage from flooding. In the northern section of the park, both the roadway and bridge have been damaged and are structurally unsound for use. The Park Department has blocked -the art-- off from vehicular traffic but has found no feasible method to restrain pedestrians from entering the area. BeL--use of the dangerous conditions and the need to open the area for park users, the road and bridge must be repaired. The Department is working with the city engineers to secure funds from. emergency flood programs established by the State while other funding sources are being investigated to help defray the costs. :2:- @5 To rehabilitate the Pleasure Beach fishing pier for easy access. To create safe, attractive, and accessible playgrounds for all children. To create a series of recreational shows, Le., arts and crafts that can be -televised on -local- cable television for the household and institu-tionalized. 2.8 To initiate (in conjunction with the local bus company) a special bus route which will transport people to the city's -community parks, at a reduced fare, on weekends during the summer season. To install a ramo to facilitate use of public beaches. Seaside Park Beach RamD Proiect (Short-Ranze) The city maintains ap _proximately 1.5 miles of public beaches but provides no access to the water's edge for the disabled. The propo_sed ramn is to be located at Seaside Park across from the bathhouse, due to its proximity to needed facilities. The ramp will be laid across the sand, starting from the edge of the sidewalk and extend to the 7high water line- The trial ramps will be made of pressure treated wood that can be stored during the winter months. The project.will, extend the park facilities to a segment of the population often overlooked. Seaside Park Bathhouse Renovation Proiect (Short-Ran5e) Seaside Park islocated in th e south end 'of the citv and is 370 acres in size. The bathhouse is in se-rious need of repair and conservation. Major problem areas requiring attentioff' include the replacing of all gutters and downspouts, all Limestone mortar joints have erroded, stucco decay, broken windows, inaccessibility, etc. The project wiil beautify Seaside Park and provide a much needed facility at the park. The total renovation work will transform a barely functional building into a magrfficent place to visit. GOAL 3: VARr_ETY To offer a variety of leisure opportunities that are responsive to the changing neEds of the citize-,,-s and which contribute to the enric@ment of the quality of lif e in Bridgeport. OBJECTIVES: To develop within the recreation program activities with a stronger emphasis on the perf orming arts, music, drmnu;-and -dance. To-better utilize the swimming fac-Dities located in the city and to -establish a complete acuatics program for recreation; to competitive swimming. To establish a coordinating counc,:l with the city's non-profit .recreational providers to avoid dUD]iCatiOn of services and to enhance the number of diff ereftt programs to be offered. To develop urban camp_-@te facilities. .4. Elton Rogers Carricground Develcoment Proiect -Elton Rogers has the potential to provide a cuality nature experience for the citizens of Bridgeport and should remain as an undeveloped park for -the most part. The Departm'@ht recommends that the natural beauty of the park be highlighted by a series of nature trails and need for education and nature appreciation purposes. A primitive outdoor urban educational and nature appreciation purposes. A primitive outdoor urban campsite, which requiress a limited amount of change to the environment will enhance the park facility greatly and- create opportunities otherwise unavailable to groups such as the Boy and Girl Scouts. This plan will preser ve the natural wetla@hds and swamp as well is the pastured knoll, dam and forest which make tw the park. With a well planned series of hiking trails and a designated area for permit camping, the park will help t@e -Deoartme-it to reach its goels of preservation and creating new opportunities. C A A To establish a network of bicycle routes in the park system 131cvcle Routes in Citv Parks (short-Ranze) Within the city limits there are approxiMately 1.5 miles of designated bike paths which are an located in-Seaside Park. This one path is not sufficientlo meet the tremendous demand for enjoyable and safe places to bicycle- Under the guidance of the Greater -Bridgeport Regional Planning Agency,' a committee has been established to improve the facMties; available for rec'reational bicycling. A major emphasis of -the committee is to promote safety through a greater awareness of the hazards of the read as well as the rules which pertain to both vehicular drivers and cyclists. The lack of safe paths was clearly determined by the committee, and as a -esu].t the Parks Department is establishing new bike routes in the two community parks. A complete path is being laid otit for Seaside and Beardsley Parks with 'the assistance of the traffic unit of the Police DeDartment- The routes will eventually be extended beyond the parks anj hopefully connect the various sections of the city. 0-6- To install a fitness trall. Park Fitness Coumes (Short-Ranze) The Department of Parks and Recreation has no fitness courses located in the city- In an attempt to promote physical fitness and to provide a greater range of activities to the public, the Department is attempting to install at least one fitness traR in one of the Community parks. Several year:s ago work began on raising funds to purchase and install a course but due to inadecuate funds, the project was not completed. A renewed effort has been initiated to raise funds for the course. Either Ser-side Park or Beardsley Park will be used as the location for the facility (depending on cost for grading and site work). A private norrprofit organiiation called 'Brothe-rhood In ActioO has indicated a serious interest in developing a fitness trail and has earmarked funds for the project- With coop4iration from the Office of Handicapped Se.-vices, the Heelth Department, -and Brotherhood In Action, the project is slated to begin in the fall of 1985. 0-7 To improve the variety of ret--- eational opportunities. Glenwood Park Project Glenwood Park 'is 9.5 acres and has six lighted tennis courts. The Department would like to improve and expand the existing facilities by !A.. including two - new paddle teinis courts.- This addition will greatly enhance winter *recreation opportunities for those interested in racquet sports. The courts will be tI%e first public, paddle tennis courts in Bridgeport and will improve the varietv of sports available to everyone, but especially the adults in the city. The new advantage will be done on parkla@d and is relatively free from maintenance. Newfield/Jessoo Park Handball Court DeveloDment Project The city of Bridgeport has no outdoor handball courts. A strong public demand is being expressed for the development of sueb'courts. Ov6F the years, the park facilities have decayed and are non-operatibnal in their current state. ' The Museum of Axt@ Science and Industry is located in the park and is allowed to occupy parkland through a lease arteement with the Department of Parks and Recreation. There has been considerable discussion over the future develooment of this tract of land. Prior to co.mmitting any particular plan f@r Ninety Ac.re Park, a more thorough investigation of the site itself and the ne-eds of the residents is necessary. An important aspect of the park is its richness in natural resources which should be preserve'd and considered in any future plans. The funding for any future development will be determined after plam bave been formulated. GOAL 5: ]EDUCATION To exDand and utilize the-educational opportunities inherent in the park and recreation- system by develODing programs -and facilities that address environmental concerns and augment personal improvements. To build an educational center at the Beardsley Park Zoo. Beardsley Zoological Tdacation Center the State of Beardsley Zoological Gardens is the only major zoo in Connecticut- A major shortcoming at �he zoo is the lack of- an education center with a oualifled attendant who can conduct formal classes and answer questions about the animals. An educationall center will serve as the perfect place for teaching interested persons and school children about the animals at the zoo. N, The Connecticut Zoological Society is planning fund raising activities to collect the monies needed to build the facility. The combined efforts of this non-profit organization and the city will eventually result in a much needed educational center at the park. GOAL 6: CITIZEN PARTICIPATION To encourage individuals and groups to voluntarily participate in the planning, operation, and maintenance of parks and recreation programs. OBJECTIVES: 6.1 To assist neighborhood residents in the process of forming park support groups. 6.2 To develop a gifts catalog to increase private sector involvement and support. 6.3 To establish an organized volunteer program. 6.4 To utilize the Citizens Union by soliciting input and suggestions concerning park development and improvements. GOAL 7: PARK PRESERVATION To protect and preserve all parkland from the threat of commercial, residential and industrial development. OBJECTIVES: 7.1 To reaffirm the Board of Park Commissioners policy on the preservation of park property. 7.2 To prepare all work necessary to initiate a change in the existing City Charter which will clearly define all parkland and officially delegate jurisdiction and control of the land to the Board of Park Commissioners. 7.3 To monitor and inspect the waterfront parks regularly and assess the impact of the natural forces on the land i.e., erosion, and restore as necessary any portions destroyed by natural causes. GOAL 8: HISTORIC PRESERVATION To preserve, restore, and protect the historical and architecturally significant buildings and parks within the system. OBJECTIVES: 8.1 To work with the Historic Preservation Commission in preserving and restoring the beauty of the parks by jointly sponsoring restoration projects and special events. 8.2 To investigate the possibility of placing additional parks on the National Register of Historic Places. An example of such a park follows: Washington Park Renewal Project (Short-Range) Washington Park is in the center of East Bridgeport and is 4.7 acres in size. Over the past several years, several projects have been going on to restore the park; the bandstand has been renovated, the iron fence surrounding the park has been restored, the playground and basketball court rehabilitated. The final steps necessary to complete the park's restoration include: 1) replace sidewalks; 2) remove the comfort station; and 3) plant new trees. The restoration project should be completed because without the suggested improvements, the park will never reach its full potential and beauty. GOAL 9: PRESERVE COASTAL PARKS To preserve, restore, and develop the city's valuable coastal waterfront parks. OBJECTIVES: 9.1 To revise Bridgeport's zoning ordinance by designating Pleasure Beach as Municipal Park Land rather than as its current status of light industrial. 9.2 To restore Pleasure Beach to a viable outdoor recreation facility which will enhance the preservation of its unique natural resources. Pleasure Beach Rehabilitation Project Pleasure Beach Park, a 63-acre tract in Bridgeport's east end, has been highlighted in numerous studies and reports in recent years. One of the major findings consistently reported is that although it is one of the city's major assets, it is under utilized and not developed to its full potential. The importance of the parks renovation is accented by the over utilization of Seaside Park which is no longer able to accommodate the large number of users during the summer months. The deteriorated condition of Pleasure Beach deters people from going to the park, the renovations would add tremendously to a balanced distribution of facilities for the residents of the city. The Pleasure Beach Development Project addresses itself to national, state, and local concerns. It will make a tremendous impact in the following ways: a. The park is located in an economically distressed area of town. The are has only one neighborhood park and the project will provide much needed recreational facilities. b. The Development Project is labor intensive and will provide employment opportunities to many local unemployed persons. The development project will aslo require workers to manage and maintain the facilities once established, therefore creating long-term employment possibilities. c. The Project has as a major objective, the protection and preservation of the natural resources inherent at the Park. The existing beach dunes, wildlife and native plant life will be an asset to the final development and will be protected. d. The Development Project will include the restoration of the original carousel that was formerly part of the amusement park. By restoring this historical building, the park will help to carry on the historical significance of a magnificent era in Bridgeport's history. e. All aspects of the Development Project will consider maintenance costs at the design level so that the Park will never fall into its present state of deterioration again. Innovation park design will be stressed to ward off vandalism and decay. f. The Pleasure Beach Department Project will be totally integrated with two other ongoing projects of the park. Both the Office of Coastal Area Management and the Community Development Block Grant Program have recognized the importance of the park and have earmarked funds for both a feasibility study and the rehabilitation of the fishing pier. g. The Project has strong support from local citizen groups who have been working to establish a non-profit support group for Pleasure Beach. h. The Development Project will help the Department to preserve and restore one of its most valuable and often threatened waterfront areas. Until the department has a capital improvements budget, the future of the project depends on the ability to attract outside funds.
